Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) The Cultus Lake Salmon Research Laboratory requires a reagent-free, high-pressure, Capillary Ion Chromatograph (IC) for research-grade analyses of anion and cation constituents in freshwaters.
The Capillary IC will replace a wet chemistry autoanalyzer that currently requires high volumes of hazardous readents, generates cadmium and organic waste that is costly to dispose of, requires large sample volumes, and is labour intensive to start-up, shut down and calibrate each day.
The Capillary IC address the requirement to switch to more efficient and greener laboratory technologies while significantly reducing material, chemical, labour and waste-disposal laboratory costs.
Capillary ion chromatography significantly increases analytical mass sensitivity to lower analytical detection limits while dramatically reducing required sample sizes, times for analyses, and the amount of waste production and eluent/reagent consumption compared to standard-bore IC instrumentation.
Capillary IC with water-based reagent-free capabilities consumes very little eluent and unlike standard-bore IC, it can be a left on and ready for sample injection with no preparation time, eliminating start-up, calibration and shutdown times which consume approximately >30% of the time for each analytical run.
Capillary IC technology will significantly increase laboratory throughputs, reducing material and labour costs as well as the amounts of samples collected in the field.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

The Crown retains the right to negotiate with suppliers on any procurement.
