1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier communitythat a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The National Research Council of Canada has a requirement for the supply, delivery, installation and on-site training for one (1) optomechanical apparatus at the National Institute for Nanotechnology (NINT) facility in Edmonton, Alberta. The equipment must enable three-dimensional laser micropatterning and the required platform should operate in conjunction with various lasers available at the National Institute for Nanotechnology (NINT) facility to provide a range of R&D capabilities in support of the NINT core mandate. The platform should also accommodate future additions of lasers to expand the capabilities.
Public Works and Government Services Canada (PWGSC), on behalf of the National Research Council of Canada, intends to negotiate with NEWPORT CORPORATION for the supply, delivery, installation and on-site training for one (1) Laser µFab Microfabrication Workstation (µFAB).
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:
1) Reconfigurable optomechanical components to accommodate free-space coupling of user provided lasers with wavelengths 320-600nm and with femtosecond laser pulses in the range of 700-900nm. 2) The equipment must work at minimum in conjunction and be compatible with the following laser systems:
Verdi-pumped Mira system from Coherent; and
QL355 laser from CrystaLaser 3) Integrated power meter and an attenuator for controlling the power of the laser beam. 4) Portable, bench-top form factor that can be placed on optical tables with other user-provided lasers and components. 5) Integrated machine vision system for real-time monitoring of the process. 6) With appropriate user-supplied lasers and materials, the system has capability for:
two-photon additive manufacturing with submicrometer resolution; and
direct-write UV laser lithography with 3D control 7) Minimum100x100mm write area. 8) Control software that enables integrated control of the capabilities detailed herein. 9) Must provide installation including all labour and travel. 10) Must provide on-site training on the use and maintenance of the optomechanical apparatus. 11) All the deliverables must be received on or before March 31, 2017.
4. Applicability of the trade agreements to the procurement
This procurement is subject to the following trade agreements: o Agreement on Internal Trade (AIT) o North American Free Trade Agreement (NAFTA)
5. Justification for the Pre-Identified Supplier
The Laser µFab Microfabrication Workstation (µFAB) provides a platform that meets the minimum essential requirements including being compatiblewith the existing equipment including the Verdi-pumped Mira system from Coherent and QL355 laser from CrystaLaser available at the NINT facility. The Laser µFab Microfabrication Workstation (µFAB) also accommodates future additions of lasers to expand the capabilities.
6. Government Contracts Regulations Exception
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) only one person is capable of performing the work.
7. Exclusions and/or Limited Tendering Reasons
The following limited tendering reasons are invoked under the: o Agreement on Internal Trade (AIT)

8. Delivery date
All the deliverables, including delivery, installation and on-site training, must be received on or before March 31, 2017.
9. Cost estimate of the proposed contract
The estimated value of the contract is $145,000.00 - $160,000.00 (GST/HST extra).

11. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
