1 Purpose of an Advance Contract Notice (ACAN)
An Advance Contract Award Notice (ACAN) allows department and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a goods, service or construction contract to a pre-identified supplier.
If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting officer will proceed to a full tendering process.
2. Definition of requirements and sole source justification
Agriculture and Agri-Food Canada, Lethbridge, Alberta requires twelve (12) rabbit cages that meet Canadian Council on Animal Care (CCAC) Guide to the Care and Use of Experimental Animals.
The required cages must meet the following mandatory specifications:
1. Rack dimensions
a. must be less than 80x39 to fit through doors b. stainless steel moveable rack with lockable wheels c. must be no longer than 40 in order to move from room to room around tight corners
2. Transparent
cage dividers on sides for ease of monitoring and animal checks
a. Must be removable dividers with capabilities of group housing
3. Easy access and closure component
a. Hands free closure - to facilitate secure closing when hands are full b.
Reduce repetitive strain injuries
4. 2 high cage units
a. Top cage is lower and easier to access and remove animal b. Safety issue of people reaching overhead
5. Automatic watering system with alternate ability to utilize bottles 6. Removable stainless steel
feeder 7. Non-wire flooring
a. Autoclaveable material. b. Perforated molded material with no sharp edges c. Foot friendly flooring
8. ID card holders
9. Accommodate larger than 5 Kg rabbit (confirm with CCAC guidelines)
a. Must be 5.5 sq ft or larger cages
10. Ability to interlock and separate the racks
11. Raised shelf for rabbit enrichment a. Removable shelf

8. Submission of Statement of Capabilities by Suppliers
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or beforethe closing date of this Notice.
The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officers name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
