Civil Engineering - Quebec Region

Public Works and Government Services Canada (PWGSC) intends to issue departmental

individual standing offers for services required by PWGSC's Real Property Branch in the Quebec Region's Montreal and Quebec City offices.

Civil engineering consulting firms are invited to submit proposals. Generally, the areas targeted by the projects in this standing offer include:

Road construction: Road construction, road markings and signs, development of roadsides, parking lots and bike paths.

Municipal engineering: water and sewage, storm-water drainage, sewage treatment, exterior fire protection network, drinking water treatment. Airport engineering: taxiways, aprons and runways, airport zoning, airfield lighting. Heritage conservation: landscaping, masonry. Civil engineering structures: bridges, culverts, retaining walls, channels and locks. The work performed will assist a PWGSC project manager and may involve one or more activities usually associated with civil engineering.

SECURITY REQUIREMENTS Some call-ups against this standing offer will require the consultants and their personnel to hold a Facility Security Clearance (FSC) at the RELIABILITY level issued by PWGSC's Canadian and International Industrial Security Directorate (CIISD). PWGSC will sponsor the successful proponents that do not have the above-mentioned security clearance so that CIISD can initiate the necessary procedures.

COSTS The total dollar value for all the standing offers is estimated at $15 million. The various call-ups may total a maximum of $750,000 each (GST included). Proponents should note that there is no guarantee that the full or any amount of the standing offers will be called up; PWGSC shall issue call-ups only when the specific services to be provided under the standing offers are needed.

WORK DISTRIBUTION Four standing offers will be issued. Work will be distributed according to the following ideal percentage: 37% of the work for the top-ranked consultant, 27% for the consultant ranked second, 21% for the third, 15% for the fourth.

QUALIFICATIONS The firms must be certified or eligible for certification to conduct business in Quebec. Companies must demonstrate that over the past five years they were involved in a series of design and construction projects requiring a full scope of services.
