Description

TITLE:

Performance of Pre-employment Polygraph (PEP) Examinations, Ottawa, Ontario.

The Royal Canadian Mounted Police (RCMP) is seeking to establish Standing Offer Agreements to perform polygraph examination services on an ‘as and when required’ basis in accordance with established protocol and procedures. The work will be performed in Ottawa, ON. The work is described in detail in the Request for Standing Offer.

This Request for Standing Offer (RFSO) is intended to issue up to two (2) Standing Offer Agreements with bilingual (English and French) resources and up to two (2) Standing Offer Agreements with English resources to the responsive Offerors. This is described in detail in the Request for Standing Offer.

The Offers will be evaluated using mandatory and point-rated criteria. To be considered responsive, a proposal must comply with all the requirements of the RFSO, meet all mandatory technical evaluation criteria, and obtain an overall score of 70% in the point rated evaluation criteria. This is described in detail in the Request for Standing Offer.

Up to two (2) responsive offers with bilingual (English and French) resources with the highest number of points will be recommended for issuance of a Standing Offer Agreement, provided that the total evaluated price does not exceed the budget available for this requirement and up to two (2) responsive offers with English resources with the highest number of points will be recommended for issuance of a Standing Offer Agreement, provided that the total evaluated price does not exceed the budget available for this requirement. This is described in detail in the Request for Standing Offer.

The resulting Standing Offer Agreements will be from Standing Offer Agreement for one year period from contract award date, with an irrevocable option to extend for up to two (2) additional one (1) year periods.

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.

The Ineligibility and Suspension Policy and integrity clauses are being incorporated in RCMP contracting activities as outlined in this solicitation.
