TITLE: Data Capture Entry Services

REQUIREMENT:

The Canada Border Services Agency (CBSA) Operations Branch has a requirement for Data Capture and Entry Services to process and input documents resulting from the importation of commercial goods into Canada. These services are to capture the information from several types of source documents. These services are required for a period of one year, with the option to extend the contract for one additional one-year period. This solicitation could result in the award of up to three contracts.

BACKGROUND:

As part of its mandate, the CBSA is responsible for processing, monitoring, and controlling the importation of commercial methods in applied linguistics.

5. Justification for the Pre-Identified Supplier

Robert Edwards possesses a Doctor of Philosophy in Education and has over 20 years of recent experience leading or assisting in the assessment of second language tests.

His experience includes over 15 years of research in the areas of second language acquisition, language testing and bilingualism (English and French). Robert Edwards is an recognized expert in his field and is the only known consultant that has the relevant experience and knowledge to lead and/or assist in the assessment of third-party language testing for immigration and/or citizenship purposes.

6. Government Contracts Regulations Exception(s)

The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d) – Only person is capable of performing the work.

7. Ownership of Intellectual Property

Canada intends to retain ownership of any Foreground Intellectual Property arising out of the proposed contract on the basis that the main purpose of the contract is to generate knowledge and information for public dissemination.

8. Period of the proposed contract or delivery date

The proposed contract is from contract award to March 31, 2016. This contract includes an option to extend the contract period by four (4) one-year periods.

9. Cost estimate of the proposed contract

The estimated value of the proposed Contract is $15,000 (excluding applicable taxes) plus four (4) option periods.

During the extended period of the proposed Contract, the Contractor will be paid the firm price of $ 15,000 per option period to perform all the Work in relation to the contract extension. The total estimated value is $84,750, including all options and applicable taxes.

11. Suppliers' right to submit a statement of capabilities

Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

12. Closing date for a submission of a statement of capabilities

The closing date and time for accepting statements of capabilities is April 21, 2015 at 14:00 hrs EDT.
