Requirement:

The Royal Canadian Mounted Police (RCMP) requires food catering services in Quebec City including Valcartier and Ancienne-Lorette.

The catering services will include the provision of all necessary equipment, personnel, food, material, labour, tools and supervision to perform the following:

a) Food catering services including set-up, operation, service, delivery and dismantling of food services;

b) Cleaning and janitorial services;

c) Garbage collection and disposal, recycling and composting;

d) Providing commercially compostable bottled drinking water and potable mobile water refill stations.

This requirement is separated in three (3) site Groups. Bidders are permitted to submit a bid on one or more Groups. It is anticipated that up to three (3) contracts will be awarded resulting from this RFP.

The requirement is limited to Canadian services.

The national security exceptions provided for in the trade agreements have been invoked; therefore, this procurement is excluded from all of the obligations of all the trade agreements.

Contract Period:

The period of the Contract is from date of Contract to June 30, 2018 inclusive.

Basis of selection:

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price per Group will be recommended for award of a contract.

The tender is limited to suppliers who complete the Non-disclosure and Confidentiality of Information Agreement provided in this tender notice. The completed agreement must be submitted by e-mail or facsimile to the Contracting Authority by 2:00 PM Eastern Daylight Time (EDT) on April 12th, 2018.

Bidders’ Conferences:

A bidders' conference in English will be held on April 13, 2018 and will begin at 9:00 AM EDT. A bidders' conference in French will be held on April 13, 2018 and will begin at 11:00 AM EDT. Details will be provided in the tender document.

The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.

Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than 2:00 PM EDT on April 12, 2018.

Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.

The Crown retains the right to negotiate with any supplier on any procurement.
