Description of Work/Specifications:
Provide electrical engineering consulting services to review and upgrade the existing fire alarm system to comply with FCI-08-06 Standata Fire Code and 2006 Alberta Building Code requirements.
Work shall include the following:
1. Visit site and review the existing building fire alarm system installation. Provide scope of work, specifications and drawings to upgrade existing building fire alarm to comply with 2006 Alberta Building Code requirements and Standata FCI-08-06 Fire Code Interpretation requirement. Existing building drawings and annual fire alarm system inspection / testing report is available for reference and to assist in developing the tender documents.
2. Produce CADD design drawings in PDF files and specification to:
2.1 Removed and dispose of existing hard-wired fire alarm system including panel, wiring, devices etc.
2.2 Provide and install a new addressable fire alarm system c/w duct smoke detector in air handling units, signalling devices and monitor tamper switches, auxiliary contacts for magnetic door holder and door release, etc. Wiring shall be new and shall be concealed within or exposed c/w wire mold, painted to match ceiling and wall finish.
2.3 Require 10 sets of tender drawing plus one set of as-built drawings. Printing cost to be included in this contract.
3. Vista Housing for Seniors (VHS) will produce the front end bid documents to tender out this project via public tender and post on Alberta Purchasing Connection (APC Website). Recommend qualified contractors to bid for this project so that we can notify them when tenders are posted to APC.
4. New fire alarm system shall be monitored remotely. Coordinate and schedule installation work monitoring firm to disconnect and reconnect remote monitoring devices to new fire alarm system. Costs for connection and equipment for remote fire alarm monitoring shall be arranged by the building manager under a separate contract.
5. Provide temporary service for fire watch during fire alarm system shutdown. Cost for the temporary service or fire watch shall be the responsibility of the contractor.
6. City of Edmonton building permit and electrical permit are required for this project. Cost for the permit fees shall be the responsibility of the contractor.
7. Provide construction cost estimate for this project. Contingency allowance to be noted separately.
8. Conduct pre-tender site walk through meeting with bidders and answer inquiries from bidders. Verify bids received by Vista Housing for Seniors (VHS) and submit written recommendation to VHS to award contract to successful bidder.
9. Provide construction administration, project supervision and progress reviews, and resolve construction issues during the construction phase through to completion phase during construction. Review shop drawings and construction schedule to ensure timely completion of this project. Prepare change orders. Review progress claims and approve contractor invoices for payments. Submit inspection reports including final inspection acceptance report to close out this contract.
10. Provide fire alarm verification and issue Certificate of Verification. Fees for professional engineer involvement to carry out fire alarm system verification shall be included in this contract. All disbursements including printing, courier, documentation, as-built drawings, travel expenses etc. are to be included in this contract.
11. Review contract close-out documents, warranty and O&M manuals. Upon completion of the contract, provide as-built record drawings in PDF and DWG formats of the upgraded fire alarm system, and 1 set of drawings to VISTA HOUSING FOR SENIORS.
