Description

Rural Electrification Associations (REAs) and Investor-owned Utilities (IOUs) have been
providing electricity distribution services to rural Alberta over the past 65 years, resulting in the
intermingled electricity distribution system that exists today. Currently there are six selfoperating
REAs in Alberta and 26 operating through contracts with IOUs.
In Alberta, REAs have service areas that overlap with the larger service areas of the two IOUs. A
history of competition for distribution service customers in intermingled service areas has led to
disputes between some REAs and IOUs.
The Government of Alberta is seeking information related to the intermingled electricity
distribution systems and service costs to customers within intermingled service areas.
The information to be collected as part of this project has been requested to improve
government’s understanding of the current situation in intermingled service areas. The
information will provide a starting point for scoping options to modernize regulations or policy
related to electricity distribution services to rural Albertans. Stakeholder consultation and further
research will be required, in addition to the information requested in this project, to create any
potential future regulation or policy modernizations in a responsible manner.
