Description

The objective of this RFP is to select a Contractor who will support the PUP Evaluation Committee in executing an engineering review of the applications submitted to the program. The engineering review will ensure that program benefits are applied in an efficient manner to meet objectives, avoid unintended consequences and provide decision-makers with high quality information with which to make decisions to support long-term Government objectives.

Since the PUP will consist of two applicants, either a pre-commercial demonstration or a commercial scale application, the Contractor will assist in reviewing both types.

The ideal Contractor will be an engineering firm with knowledge of and experience with various types of upgrading and refining facilities. The Contractor will possess detailed knowledge and understanding of upgrading and refining processing technology, construction, operations and the project economics related to new or expanded facilities in Alberta or similar jurisdictions.
