Description

EEA is seeking the services of an experienced evaluator to perform evaluation, measurement and verification (EM&V) of its portfolio of programs and pilots. The EM&V will cover program years 2018-2019 and 2019-2020 (April 1 to March 31). EEA’s objectives for this EM&V include the following:
1.Provide accountability to EEA management and stakeholders, by verifying program resultsreported by the program implementers.
2.Provide recommendations for improvements to program data management processesand energy savings calculations.
3.Evaluate energy and natural gas savings methodologies and inputs.
EM&V of this energy efficiency program cycle must remain flexible, changing techniques and approaches as the programs change over time. This RFP is for a specific two-year energy efficiency program cycle.
This RFP also invites Proponents to provide additional evaluation qualifications and experience for consideration for future evaluation studies. The qualifications requested are designed to meet the needs for a broad range of evaluation types, a large variety of methods, issues and the requisite expertise to meet the needs for ongoing evaluation of EEA’s energy efficiency programs. The successful Proponent will work with EEA to develop evaluation plans that prioritize additional evaluation activities based on their expert judgement. An example of these activities is provided in Section 3.1.
