19TDREEA821 - Energy Efficiency Alberta – Non-Profit Energy Savings Program

EEA is seeking the services of an experienced Implementation Contractor (IC) to cost-effectively administer, manage, and deliver NESP.
The IC will be responsible to manage all administration and operational aspects of the Program including, but not limited to:

• Develop an implementation plan for the Program;
• Develop the program administration and implementation materials required to deliver the Program;
• Provide marketing support based on the EEA marketing plan for the Program;
• Recruit, select, and train Subcontractors as required;
• Accept application requests;
• Respond to applicant and Participant inquiries;
• Manage all stages of the project cycle, including applications, on-site energy efficiency reviews, coordination of installations, payment of incentives, and reporting on Program results;
• Perform quality assurance testing of a percentage of projects;
• Collect project and measure-level data;
• Submit monthly datasets and summary reports to EEA;
• Manage budget (includes developing budget forecast) and payments to Subcontractors;
• Provide technical support to EEA in the creation of a Program Manual.

The IC will work closely with the EEA Program Manager and other EEA employees or contractors as designated. The IC will identify a Designated Principal who will be the principal representative and team leader in interactions with EEA.
The IC will build and manage a network of Subcontractors to perform installations for Participants in all regions of the province. The IC will not perform installations itself. The IC will be permitted to add new Subcontractors throughout the duration of the Program.
