1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The National Research Council of Canada (NRC) wishes to purchase two (2) 4K digital microscopes Keyence VHX-7000 ( or equivalent) with high resolution detachable camera . NRC's position in the automotive and aerospace industries in advanced multi-layer fabrication requires equipment to document high resolution stitching and perform fast and reproducible quantitative measurements of one (1) micron and better.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
o Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
3.1
The digital microscope must have a 3.19-megapixel-16-bit CMOS positioning camera for macro or hand-free use.
3.2 The digital microscope must have a lens (20-200x) with an optical field depth of 34mm at 20x of magnification.
3.3 The positioning camera must detached over a length of 5 meters.
3.4 The positioning camera must have a frame rate of 50 frames/sec.
3.5 The positioning camera must have a standard mode resolution of 2048 (H) x 1536 (V) pixels.
3.6 The positioning camera must have a high accuracy mode of 6144 (H) x 4608 (V) pixels.
3.7 The positioning camera must have a progressive scanning system.
3.8 The image capture camera must be CMOS 12.22 megapixel-16 bit.
3.9 The image capture camera must have a high accuracy objective of 500-2500x.
3.10 The image capture camera must have a frame rate of 30 frames per second HDR.
3.11 The image capture camera must have a CMOS sensor with a resolution of 4000 (H) x 3000 (V) pixels.
3.12 The image capture camera must have a high accuracy mode of 12000 (H) x 9000 (V) pixels.
3.13 The image capture camera must have a progressive scan mode.
3.14
The digital microscope must allow to connect the positioning camera and the image capture camera at the same time.
3.15 The digital microscope must have a camera built into the support for the anti-collision system and the focus view.
3.16 The digital microscope must have an integrated vibration control system.
3.17
The digital microscope must have an acquisition and assembly (stitch) capability.
3.18 The digital microscope must have a function of backup and export of images and videos.
3.19 The digital microscope must have the capacity of changing the magnification in automatic mode without interaction with the lens.
3.20 The digital microscope must have a Teach-in function (Auto measurements Teaching function).
3.21 The digital microscope must have timed acquisition function (interval) of low and high resolution images.
3.22 The digital microscope must have an automatic angle indicator for tilt and rotation.
3.23 The digital microscope must have the ability to save and export images in TIFF and JPEG.
3.24 The digital microscope must have a 50,000 (H) x 50,000 (V) pixels multi-image assembly (stitch) capability.
3.25 The digital microscope must have programming capability in C, C ++, C # and VB.
3.26 The digital microscope must allow remote input (pause, record with or without contact).
3.27 The digital microscope must allow a tilt of 60 degrees on one side and 90 degrees on the other.
3.28 The digital microscope must have a motorized stage in the X and Y axes with a step-by-step two-phase motor, a resolution of one (1) micron, a travel speed of 20 mm/sec and a real displacement of 100 x 100 mm.
3.29 The motorized stage must move in the Z axis with a two-phase step-by-step motor, a resolution of one (1) micron, a displacement speed of 10 mm/sec and a real displacement of 50 mm.
3.30 The digital microscope must have a focus function in the Z axis with a five steps motor, a 0.1 micron resolution, a 17 mm / sec travel speed and a 49 mm displacement.
3.31 The digital microscope must have a function of automatic edge detection and automatic calibration.
3.32 The digital microscope must have software to perform, save and export the following measurements: distance, angle, radius, automatic count of particles and grains, occupied area measurements, 3D profile measurements, 3D volume measurements and surface roughness measurements.
3.33 The digital microscope must have a 27 inch color LCD monitor (IPS type).
3.34 The monitor should have a resolution of 3840 (H) x 2160 (V) pixels.
3.35
The digital microscope must have an internal data storage capacity of 1T.

The supplier must be able to provide an equipment that comply with all the criteria mentioned at point 3 of this notice. To PWGSCS knowledge, only Keyence Canada Inc. is able to provide this equipment.

The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work").

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
15. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is November 28, 2019 at 2:00 p.m. EST).

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
