Please note the following Vendor questions and responses:
Q1. Is it possible to have the exact location (addresses, area code) for each site (We only have the name of the place ex: Tide Head, Eel River, ST. Martin, etc...in the price schedule)
A1. DTI is not able to provide the exact addresses for each location listed. This tender document contains over 100 DTI locations in which operations vary in each district. For the request of exact DTI addresses, Vendors must query to the respective District once the Vendor has been awarded the contract.
Q2. On the price schedule except from Doaktown (2 liters), all the quantity are 1...Is it the case?
A2. All quantities that are listed in the Item List are accurate and remain the same as shown on Tender Form.
Q3. What are the average annual volume for each site for each product?
A3. DTI cannot issue an annual volume on this contract. Quantities may vary depending on season, staffing, capacity, assets, and locations. As stated in the tender specifications, the approximate annual volume is 250,000 litres province wide but that may vary. It also states, each location volume may vary between 1,500 litres - 35,000 litres.
Q4. What are the approximate storage capacities of used oil for each site?
A4. All locations vary in size, storage capacity and an approximate storage capacity cannot be provided due to restrictions. Some locations may only be seasonal, as others may adjust the storage capacity to large or smaller scales, depending on stock.
Q5. Since our company is located in Quebec, do we need to follow the module d'apprentissage sur l'équité salariale (for more than 50 employee?)
A5. When an organization has 50 or more employees, all vendors must have pay equity when operating in New Brunswick. A pay Equity learning module is required to complete when working with 50 or more employees in an organization or when the contract is valued over $1,000,000.00. Where GNB will be paying fees incurred over the duration of this contract, DTI does not have an estimated dollar value for this contract. Limits may exceed threshold depending on quantities picked up and fees sustained.
Q6. The UOMA Atlantic adjust the total volume for used oil that have more than 5 % of water. Does that rule apply for the used oil collected at your facilities?
A6. All UOMA Atlantic rules apply to New Brunswick DTI contracts for pickup, disposal and transportation of used lubricant oils, antifreeze and/or any other hydrocarbon materials. On the UOMA website it states that Vendors must detect and deduct water levels over 5% and under 35% from the total volume received. As stated in the tender specifications; the allowable contamination level before the waste is considered a contaminated material is 20% water.

This Tender consists of the
pick-up, removal and disposal of used automotive lubricants, oil filters, and antifreeze from locations throughout the Province of New Brunswick.
CONTRACT DATES
Contracts will be effective for a two-year period, from December 1, 2019 until November 30, 2021, with the option to renew for one (1) additional one-year period.
SUBMITTALS
Vendors may bid on one, multiple, or all Sites. A bid on any Site is a bid to provide pick-up, removal and disposal services for the six (6) sub-items listed for that Site.

There are documents attached to this Tender which should be completed and accompany your bid. As required, vendors should submit a completed
Multiple Locations Information sheet attached to this Tender document.
Appendix A - Vendor Information and
Appendix B - Additional Pick Up Locations should be completed and returned as part of your Tender submission. Appendix B - Additional Pick Up Locations will be used for informational purposes only in the event additional locations
are added to the contract. Vendors will be required to complete these documents prior to contract award.
REQUIREMENTS
Bids must include pricing for pick-up, removal and transporting waste lubricants, filters and antifreeze to approved disposal sites. The Government of New Brunswick will pay the fees incurred for the disposal of waste lubricants, filters and antifreeze removed
only from Government of New Brunswick sites.

Where the estimated value of the goods or services to be procured is below
the lowest applicable threshold value of any relevant trade agreement, Service New Brunswick reserves the right to give preferential treatment to a prospective supplier from New Brunswick or the Atlantic Region. Should this right be exercised, the following order of priority will apply: a) firstly, New Brunswick manufacturers if the goods to be procured are manufactured in New Brunswick; b) secondly, New Brunswick vendors; and c) thirdly, Atlantic Suppliers. The preference will be applied based
on the price differential
between the lowest acceptable bid and the bid receiving preferential treatment. Unless otherwise indicated, there shall be no limit on the price differential under which a preference may be applied. The decision to apply a preference will be at the sole discretion of Service New Brunswick.
All discounts quoted will be considered to be without limitations.
Payment of invoices is the responsibility of the department or organization to whom the goods are shipped or services are supplied.
Award of contracts: no contract shall be awarded and no payment shall be made to a vendor unless authorized by the Minister or his delegates. The Minister may make an award to the preferred vendor conditional on the negotiation and acceptance of a detailed contract between the Province and the vendor. In such cases, should the detailed contract negotiations not be completed in a reasonable period of time, the Province reserves the right to discontinue negotiations with the vendor and
subsequently enter into negotiations with the second preferred vendor.
No right or duty, in whole or in part, of the vendor under a contract issued may be assigned or delegated without the prior consent of the Strategic Procurement Branch.
Unless the Strategic Procurement Branch has determined otherwise prior to tender closing, all prices must be extended and totaled.
The province of New Brunswick reserves the right to negotiate pricing, value added and other savings opportunities with the successful proponent at time of award and throughout the contract.
