The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified proponents,
for the design, build, operational management, maintenance, service and provision of a fiber
optic network (the “Project”) within Red Deer County (the “County” or “RDC”) and other
municipalities within or adjacent to the County which elect to participate in the Project (the
“Adjacent Communities”, and collectively with the County the “Municipalities”). To do so, the
County intends to select a wholesale Internet Service Provider (ISP) as the primary provider and
contract exclusively with the successful proponent for the Project for the period of five (5) years
(the “Initial Term”), with options for the each of the Municipalities to renew for up to five (5)
successive 1 year periods (each a “Renewal Term” and collectively the Initial Term and any
Renewal Terms referred to herein as the “Project Term”).
The goal of the Project is to help bridge the digital divide between rural and urban internet
access and cost. The successful proponent will be able to bring a full suite of tools to the Project
including but not limited to:
fiber plant design
fiber construction
project management
quality control
end-to-end electronics
operational management
system maintenance
all wholesale internet services (telephony, security, etc.)
retail and customer services
sales and marketing
billing
