2020-01-PCS - Official Community Plan Review and Update

The District of North Saanich is seeking the services of a qualified consultant team to undertake a comprehensive review and update of the District's Official Community Plan (OCP) Bylaw No. 1130, 2007.

The District would like to develop a vision with the community and learn what the community's values, hopes and aspirations are for the future. The guiding principles for the OCP review process will include:

·innovative, broad and inclusive engagement
·a user-friendly document
·policy development; and
·alignment with relevant legislation

This work will include a focus on emerging themes and corresponding policy options for the 20 year vision for the whole of the community through social, environmental and economic lenses.

The RFP document outlines the overall scope of consultant services, sets out an indicative proposed work plan and the engagement approach and provides the evaluation criteria to be used as a basis for awarding the contract.

Accordingly, the District is requesting proposals from consultants with proven experience in strategic land use planning, community and stakeholder engagement, land use regulation and bylaw preparation to assist the District of North Saanich in producing an updated OCP that will inform and engage the community and be a guide for Council in their future decision making.
