RFP 13582 - FNG Engine Turbine Maintenance Services

BC Hydro is seeking Proposals from Contractors who are a GE licensed maintenance Contractor (or OEM) of LM6000-PF equipment, recognized industry expert in the North American Market, and have demonstrated capability, capacity, experience and expertise to perform services in the following categories: Planned maintenance, unplanned maintenance, extra work, and contract support.

Background:

BC Hydro's Fort Nelson facility is an important contributor to the generation and provision of electrical power in the Northeastern part of BC. The LM6000-PF Gas Engine Turbine is used to power the facility and therefore, its reliability is of the utmost importance. The Fort Nelson Gas (FNG) Engine Turbine Maintenance Services are crucial in ensuring this reliability. Therefore, it is important that BC Hydro is able to develop a collaborative, sustainable working relationship with the chosen Contractor that together can help achieve our strategic objectives.

The MSA term will run until completion of the Major Overhaul component of Planned Maintenance. Timing of the Major Overhaul is subject to change, but assuming (based on historical information) that it will be performed at approximately 50,000 Fired Hours, this would translate to an approximate term of 6.5 years. There will be an option, exercisable at BC Hydro's discretion, to extend the MSA for one additional term until completion of a second Major Overhaul.


The Contract is expected to be for an initial term of (6.5) years, which may be extended for up to (6.5) year(s) through one or more contract extensions, for a potential total term of (13) years.

This procurement may involve negotiation.

This opportunity is subject to Chapter 5 of the Canadian Free Trade Agreement.
