WORK DESCRIPTION
The Thousand Islands National Park (TINP) is a predominantly island based park located in the Southeastern Ontario portion of the Saint Lawrence River. The islands are visited by various boaters using TINP assets for docking, rafting and leisure on a continuous basis through the open water months.
During the year 2017, high water level in the Great Lakes and Saint Lawrence River contributed to extensive damage to the marine infrastructures of the park. Specifically, cribs docks were severely affected with a significant number partly floating at the surface which resulted in the failure of cribbing connections and forced the closure and removal of several assets.
In 2018-2019, PCA is conducting demolition work on severely damaged crib infrastructures. This work was undertaken in preparation for the design build of new floating docks as per this project. Existing crib docks, decking, anchors and landing platforms have all been removed. Rocks from the cribs were spread on the river bottom.
The coastal areas of the TINP islands are the home of various species at risk and many display critical habitats. The access to TINP offshore assets is therefore only possible by boat. Design and construction of marine infrastructure must limit and mitigate potential adverse effects to natural resources, visitor experience and cultural resources.
The main objective of this project is to implement dock recapitalization of two marine assets using the Design-Build Delivery Method.
All dock assets and related components shall:
Be maintainable by PCA asset staff for repairs and upgrades by being constructed with raw construction materials using shop methods;
All replacement parts or additional components must be able to be competitively procured and not under a license or a patent;
Have the ability to remain on site all year long and allow for the permanent but removable installation of dock related components;
Be resilient to anticipated high water levels and water levels fluctuations.
Work under this contract includes but it is not limited to the provision of all labour, materials and equipment require to:
Design and Build floating docks and related component according to PCA’s design standards, specifications and this Term of References;
Mobilize to site with appropriate work vessels and related equipment;
Assemble and install floating docks and related components in respect with PCA’s design standards, specifications and this Term of references;
Demobilize from site.
To assist with bonding and insurance requirements, this project is estimated at a value between $100,001 > $ 250,000, taxes extra.
Period of Contract / DELIVERY DATE
The Contractor shall perform and complete the Work by
October 15, 2021.

The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than
July 15, 2020.
Any clarifications or changes to the bid solicitation resulting from the bidders’ conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.

All inquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business/calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
