The scope of work includes:
• Review the conceptual design report and supporting documentation prepared in previous phases to understand the key considerations and constraints for rehabilitation of PLGS.
• Complete the detailed design to rehabilitate all pipe segments and manholes of PLGS from the Parkland Transfer Station to PLPS using CIPP.
• Complete any required geotechnical investigations necessary, including desktop reviews, for regulatory approvals and detailed design.
• Obtain all regulatory approvals that are required to complete the rehabilitation work, including any utility or crossing agreements.
• Identify and obtain any approvals required, if any, to clear vegetation from the the ACRWC PLGS right-of-way in advance of construction.
• Complete any additional field investigations or desktop studies required to support regulatory approval applications.
• Prepare a public stakeholder register.
• Provide public stakeholder engagement to a suitable level for this project. The ACRWC anticipates this will include distribution of print and digital communications to affected parties. It is not expected that an in-person open house will be required.
• Develop an Environmental Protection Plan
• Complete a risk assessment workshop at the 30% design milestone with the ACRWC design review team, including developing workshop materials, facilitation, document workshop outcomes and complete the ACRWC risk assessment template.
• Prepare design submissions for review at 30%, 60% and 90% completion, including cost estimates at each submission. Allow two weeks for ACRWC review of each submission. Include construction specifications and tender documents at the 90% milestone for review by ACRWC.
• Complete a procurement strategy review to evaluate suitable procurement strategies for completion of the rehabilitation work over multiple years.
• Complete a procurement workshop to review the procurement strategies with the ACRWC design team at the 60% design milestone and determine the preferred approach. Include development of workshop materials, facilitation, and documentation of the workshop outcomes.
• Prepare a pre-tender cost estimate and schedule based on the selected procurement strategy and expected project phasing
• Prepare a construction implementation plan, incorporating the selected procurement strategy and project phasing, schedule, site specific constraints, regulatory requirements and approvals, and constructability considerations.
• Identify the necessary Temporary Working Space (TWS) requirements to support construction and obtain TWS from landowners through an experienced land agent and in coordination with ACRWC.
• Identify any temporary access routes or easements required to facilitate construction and obtain agreements from the appropriate regulatory body or landowners.
• Prepare construction specifications, tender drawings and tender documents (front end)
• Administer the tendering process, including preparing and issuing addenda, attending pre-tender meetings, evaluating and reviewing bids and providing a formal recommendation for contract award.
