Mun.Eng.Ser 2020 - RFPQ Municipal Engineering Services

This Request for Pre-Qualification (“RFPQ”) is part of the program designed to build a roster of five (5) Approved Service Providers (“ASP”) that may be engaged to work on various projects on an "if, as or when required" basis for a period of five (5) years from the date the roster is created.

The M.D. is approximately 260,000 hectares in size and is located in the eastern slopes of the Rocky Mountains with Banff National Park to the west, Clearwater County to the north, Rocky View County and Mountain View County to the east, and Kananaskis Country (Improvement District No. 5) to the south.

Nearly half of the M.D.’s total population of approximately ±1,500 people reside within the five (5) hamlets of Benchlands, Dead Man’s Flats, Exshaw, Harvie Heights, and Lac des Arcs. The remaining population reside in rural areas, primarily centred around ranching activities along the eastern boundary.

The M.D. operates its own water and wastewater systems in the hamlet of Exshaw. Water and wastewater is received from the neighbouring Town of Canmore to service the hamlet of Dead Man's, and the highway commercial business in Harvie Heights. All other areas are serviced by private wells and sewer/septic systems.

About half of the M.D.’s ±100km road network is hard surfaced. Many of the roads were built before the incorporation of the M.D. in 1988.

The number of engineering assignments under the Agreement will be limited, at best. The M.D. has relatively small operating and capital budgets compared to other municipalities, which reflects our small population and rural servicing.

Separate engineering assignments administered under the Agreement will typically be for water, wastewater, stormwater and roads infrastructure servicing; and for development and subdivision reviews and approvals.
