420428 - Services for Solar PV Farm

The City of St. Albert is requesting proposals from qualified, licensed and professional
consulting firms to undertake a feasibility study, preliminary and detailed design
services for a Solar Photovoltaic (PV) Farm.
The successful proponent will be responsible for providing a feasibility study reviewing
the City’s assumptions and alternatives by examining:
• the suitability of the proposed site bearing in mind sitting requirements and
restrictions,
• Reviewing existing and undertaking additional required environmental
assessment(s),
• confirming all regulatory requirements and
• examining the infrastructure investment to support the operations of a solar
photovoltaic farm.
Preliminary design will need to be completed to define the scope which will result in a
breakdown of the technology, the scale, and configuration along with a Class 5
estimate.
Detailed design will look at a technology assessment, regarding modules and acreage,
as well as the physical and electrical layouts including the Energy Output Forecast,
losses modeling and a Class 3 cost estimate. This phase would also develop a detailed
revenue strategy, detailed financial modeling and an overall project cash flow model.
