Description: 2,130 sq.m., single storey office building
Estimated Project Value Maximum: $12 million
Anticipated bids: May 2023
Anticipated Construction Start: June 2023
Anticipated Occupancy: June/July 2024
1.2. This Request for Prequalification process is intended to solicit responses from Contractors interested in bidding for the construction of the Mohawks of the Bay of Quinte Community Wellbeing Center Expansion Building.
1.3 The Owner intends to invite proponents that successfully complete this prequalification to submit bids on this project in a future Request For Proposal.
2. RFQ Timetable
Issue Date: 2023 April 5
Confirmation of Intent to Respond: 2023 April 13 at 3:00pm EST
Deadline for Questions: 2023 April 13 at 3:00pm EST
Submission Deadline: 2023 April 21 at 3:00pm EST
3. Communications: Submission of Responses, Inquiries, and Addenda
3.1. Contact: All RFQ communications must be submitted to Smoke Architecture Inc. by email to: proposals@smokearchitecture.com with subject line “2030 MBQ CWC Expansion - RFQ”
3.2. Deadlines: Send all project-related communications (confirmation of intent to respond, questions, and submissions) on or before deadlines noted in item 2. RFQ Timetable.
3.3. Confirmation of Intent to Respond: Include the email address for company representative(s). Addenda will only be issued to proponents that have sent a Confirmation of Intent to Respond.
3.4 Disqualification: Unconfirmed applications, incomplete responses, and responses submitted after the deadline may not be accepted at owner’s discretion.
5. Submission Requirements
5.1. Answer the mandatory questions listed in 5.2 regarding the applicant’s capacity to perform, using the forms provided in appendices.
5.2. Applicants must provide all the required information in their submission, including the following:
5.2.1. Company Profile, including the following information:
1. Year established
2. Average gross annual sales total for the past five years
3. Brief company profile including number of employees, location(s), mandate/vision
4. Declaration of conflict of interest: yes (actual or perceived, brief description) or no.
5. Declaration of current litigation: yes (brief description) or no.
6. Declaration of capacity to start construction in June, 2023 and achieve a 12-month project schedule.
7. Letter from insurer confirming proponent’s eligibility for bonding verification and bonding limits for an estimated project value up to $12,000,000
8. Letter from insurer confirming proponent’s eligibility for construction and liability insurance for an estimated project value up to $12,000,000 9. WSIB Clearance Certificate (Workplace Safety & Insurance Board)
5.2.2. A minimum of three (3) similar projects completed in the last 10 years, including the following information:
1. Project Name
2. Project Location
3. Project Description:
3.1. Project type
3.2. Gross floor area
3.3. Number of units / suites (if applicable)
3.4. Brief discussion of unique features (e.g. First Nations experience, local content such as use of local materials & personnel, profit-sharing agreements with local communities, training programs, sustainability features such as carbon-neutral or other sustainability certifications).
4. Contract Type (e.g. Stipulated Sum / CCDC2)
5. Starting & Final Contract Price
6. Date of construction start & substantial completion
7. 2 (two) References with Contact Information. Description of project references may include the Owner/Client, Project Manager, and/or Lead Consultant of the project.
5.2.3. Proponents are invited to describe capacity and past experience in using local content in other projects. During the RFP process submissions will be reviewed for their capacity to engage local content:
1. Local content is defined as labour, construction materials, and rental equipment purchased on the reserve under the jurisdiction of the Owner by the Contractor for use on the project. Items manufactured or assembled off such reserve shall not constitute construction materials even if purchased from a seller situated on such reserve. To qualify as local labour, an individual must be a member of and resident on such reserve.
2. The successful Contractor will be required to submit invoices, receipts and time sheets to support claims for local content.
5.3. The applicant may email an additional document with supplementary information (optional). The document must have a maximum of 10 pages, and be less than 5 MB in size.
6. Evaluation
6.1. The Owner reserves the right to accept or reject any or all submissions, or select only those contractors they or their appointed Consultants deem suitable and qualified to undertake the project, be indemnified by and shall not be beholden to applicants in regard to the selection of bidders.
6.2. The intention of this RFQ is to create a vendor pool consisting of at least three or more prequalified proponents. At its sole discretion, the Owner reserves the right to revise the number of prequalified proponents as it deems fit.
6.3. Proponents may be required to provide additional information or reference for the information provided regarding finance, bonding, insurance, etc.
6.4. The proponent’s company profile will be assessed based on stability, capacity and resources.
6.5. The proponent’s project experience will be assessed based on their relevance to the project. Some factors that will be considered are:
6.5.1. Experience with similar project types
6.5.2. Experience with publicly-funded projects or not-for-profit organizations
6.5.3. Experience with carbon-neutral or certified sustainable building
6.5.4. Experience with First Nations, including as a client or working on reserve
