NOTICE TO TENDERERS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, commercial corporation legally incorporated, having its head office in Longueuil, Province of Quebec, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of His Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a tender for Contract No 62773 / Bonaventure Expressway, Section 13, repairs of the Clément Bridge girders (2026), (hereafter referred to as “Contract”).
Important: The Owner's offices will be closed for the Holiday break, from December 24, 2025, at noon until January 2nd, 2026. Questions will be answered upon our return from the Holiday break.
The special sections of the Tender Documents (Section 0 Notice to Contractors, Section 3 Special Administrative Conditions and Section 4 Special Technical Conditions) for Contract No 62773 are available directly from the Owner or via “Merx” Private Tenders, at http://www.merx.com/pjcci, at the following costs, which are payable by credit card directly to Merx:
- for Tenderers who do not hold a subscription giving access to the Owner’s calls for tenders on Merx: $70.00 per call for tenders for downloading the Tender Documents, including the automatic delivery of the addenda by email;
- for Tenderers holding a subscription giving access to the Owner’s calls for tenders on Merx: free download of the Tender Documents, including the automatic delivery of the addenda by email.
The standard sections of the Tender Documents (Sections 1, 2 and 5 to 10) are reproduced on the website of The Jacques Cartier and Champlain Bridges Incorporated (www.JacquesCartierChamplain.ca) under the tab Calls for Tenders/Tender Documents – Standard Sections. The version of the standard sections of the Tender Documents that is applicable to this Contract is the “2023-07-10” version. These documents are incorporated by reference into the Tender Documents and form an integral thereof as if formally reproduced therein.
The minimum annual fee for Alcumus SafeContractor Inc. (formerly Cognibox)’s membership is 800 $ before taxes.

The submission of a tender constitutes an acknowledgement that the Tenderer has read all Tender Documents and accepts the conditions set out therein.
Procurement strategy: lowest compliant Tenderer.
This Contract is covered by Chapter 5 Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government Procurement of the Comprehensive Economic and Trade Agreement.
The Tenderers may visit the site independently. However, the Tenderers visiting the site independently are only authorized to visit the areas normally accessible to the public. Upon request, the Tenderer may also visit the site with a representative of the Owner, by making an appointment with the Owner’s Procurement Advisor (paragraph 2.07.5 of Section 2 Instructions to Tenderers).
The tenders must be completed using the Tender and Terms of Payment Form provided by the Owner and shall be signed. To be eligible, the tender shall comply with the Tender Documents and be accompanied by the security specified therein.
A tender security, provided by an approved surety, in an amount not less than ten percent (10%) of the estimated amount of the tender, is required by the Owner.
You are required to submit Section 7A Tender and Terms of Payment Form only. The other documents are provided to indicate the contractual terms to the successful tenderer.

The deadline set for the receipt of tenders is Tuesday, December 16th, 2025, at 3:00 p.m.
No tender received after the deadline date and time set for the receipt of tenders will be accepted. The Tenderer shall therefore ensure that the tender is sent sufficiently in advance to ensure that it reaches the Procurement Advisor before the deadline set for the receipt of tenders.
The Tenderer may submit its tender in either of Canada’s two (2) official languages.
The Owner does not undertake to accept the lowest or any tender, notably if the Owner determines that it is not in the public interest to award the Contract.
