This Negotiated Request for Proposals (the “NRFP”) is an invitation by l’Hôpital Montfort (“HM”) on behalf of the founding members of HLS Linen Services to prospective proponents to submit proposals for business valuation services, as further described in Section A of the NRFP Particulars (Appendix D) (the “Deliverables”).
HLS Linen Services is a Canadian commercial linen and laundry services provider specializing in healthcare and hospitality environments. Established in 1974 by its founding members—the Ottawa Hospital, Hôpital Montfort, Queensway Carleton Hospital, Bruyère Health, the Perley and Rideau Veterans Health Centre, and the Children’s Hospital of Eastern Ontario, the organization was originally created as a centralized hospital laundry service and has since grown into one of Ontario’s leading providers of large‑scale healthcare textile processing. HLS operates with a strong focus on quality, infection prevention, reliability, and cost efficiency, serving clients across Ontario and Western Quebec.
The selected proponent will support HM through two distinct phases:
- Phase 1: Business Valuation and Strategic Options Analysis
The Founding Members are looking, through the completion of Phase 1, to decide the direction of the HLS business. Phase 1 needs to incorporate a comprehensive quantitative analysis comparing the implications of continuing to operate the business versus pursuing a sale. This approach will examine not only the potential sale price and conditions under which a sale would be advantageous but also explore alternative strategies for members to extract ongoing value should the decision be made to retain and operate the business. By evaluating both options—sale versus continued operation, the analysis will enable informed decision-making regarding the future direction of the organization.
- Phase 2: Optional services, Sale/Divestiture Process Execution
Phase 2 will involve selling the business or providing additional services, depending on what the Founding Members decide in Phase 1. Optional services will be further negotiated and refined based on the outcomes and recommendations of Phase 1.
