Prequalification Package 1062 – CB/PWC Brick & CMU Work
Applicable to Scaled Scopes:

Subcontract Tenders up to $5,000,000 (PWC) and/or
Subcontract Tenders up to $10,000,000 (CB) and/or
Subcontract Tenders up to $20,000,000 (CB)

PCL/ED, a Joint Venture, acting as the Construction Manager (CM), is inviting proponents to submit their Statement of Qualifications to prequalify to bid as a masonry Subcontractor, whose team has both the experience and capacity to successfully provide the complete Supply /Installation of brick and concrete masonry unit (CMU) scopes of work for the Centre Block Rehabilitation Project.

Project Description

General Scope of Work
Prequalified Bidders will provide pricing in conjunction with drawings, specifications, and CENTRUS’ design intent document(s), for the fabrication, and installation, including all labour, material, equipment and supervision required for the masonry package of the Centre Block Rehabilitation Project. Scope includes, but not limited to the following:

Brick Works: (Centre Block)

New brick masonry walls/infills, including all mortar and accessories.
S&I of lintels.
Rake out existing brick mortar joints and repoint with new mortar to match original.
New openings in brick to accommodate M&E services and doorways.
Infill/creation of new beam pockets in existing masonry for steel beams.
Architectural veneer brick works, including all anchorage, mortar and accessories.

CMU Works: (Centre Block and PWC)

S&I all CMU units, including all lateral clips.
S&I of vertical and horizontal reinforcing bars into CMU blocks cores and grout cores solid.
Provide openings in CMU walls for M&E services.
S&I all required mortar joints.
S&I all required firestopping associated with CMU work.

The work may be tendered into several different packages within Centre Block, the Peace Tower and the Parliament Welcome Centre buildings.
The Scopes of Work will be further detailed in the tenders to Bidders who successfully prequalify.
The Work may be packaged as the CM and PSPC determine(s) is best for the project.
The Subcontractor must demonstrate as requested in 6.3.2 Major Projects and Ongoing Projects and 6.3.3 Comparable Projects that they are capable of completing the above noted work within large buildings which include new build, rehabilitation, and renovation work to buildings of similarly significant value (refer to scope scales), buildings which share many of the same scope, scale and complexity details noted in 1.2 Project Description and Project Considerations as defined in Section 1.3 for buildings which have similar quality of finish. This applies to both company and personnel.

Phase One – Request for Qualification (RFQ), is open to the public and will be posted on MERX to pre-qualify Respondents with the necessary experience to function as a Subcontractor for a portion(s) of the project. The RFQ is open to all interested contractors. The prequalification of a Respondent is based on the rated evaluation criteria specified in this document.
Between Phase One and Phase Two, the CM will request the Respondents who prequalify from the initial RFQ to qualify for the CM’s Subcontractor Default Insurance program using COMPASS, by Bespoke Metrics; refer to Appendix 2 of this RFQ Package. Respondents who do not provide adequate information, or do not qualify under the CM’s Subcontractor Default Insurance program (SDI), may be required to provide a Performance Bond (or other form of contract security as determined by the CM and/or the Client) or risk being disqualified from bidding.

SDI and Bonding capacities will determine which tender packages the Bidder will be invited to tender.
Should there be an insufficient number of prequalified Respondents after Phase One to permit a competition in Phase Two, the CM reserves the right to cancel Phase Two or to modify the Phase One requirements and re-publish the solicitation using the same or a different approach. The CM reserves the right to adjust the preliminary tender evaluation below once the tender documents are final.
The successful Respondents will be invited to submit a Tender in Phase Two.

Phase Two – Invitation to Bid will be sent to the pre-qualified Respondents based upon the package budget and the Respondent’s SDI or Bonding rating.
The selection of a Subcontractor will be based on a best value approach.

The Phase Two Tender Evaluation will be based on the highest responsive combined rating of technical merit (RFQ), IPP and price. The preliminary ratio is out of 100 possible Points and is weighted as follows:

90 Points for the price (Tender, Phase Two)
10 Points for the Indigenous Participation Plan (IPP). (Tender, Phase Two)
