Phase One – Request for Qualification (RFQ), is open to the public and will be posted on MERX to pre-qualify Respondents with the necessary experience to function as a Subcontractor for a portion(s) of the project. The RFQ is open to all interested contractors. The prequalification of a Respondent is based on the rated evaluation criteria specified in this document.
Between Phase One and Phase Two, the CM will request the Respondents who prequalify from the initial RFQ to qualify for the CM’s Subcontractor Default Insurance program using COMPASS, by Bespoke Metrics; refer to Appendix 2 of this RFQ Package. Respondents who do not provide adequate information, or do not qualify under the CM’s Subcontractor Default Insurance program (SDI), may be required to provide a Performance Bond (or other form of contract security as determined by the CM and/or the Client) or risk being disqualified from bidding.
SDI and Bonding capacities will determine which tender packages the Bidder will be invited to tender.
Should there be an insufficient number of prequalified Respondents after Phase One to permit a competition in Phase Two, the CM reserves the right to cancel Phase Two or to modify the Phase One requirements and re-publish the solicitation using the same or a different approach. The CM reserves the right to adjust the preliminary tender evaluation below once the tender documents are final.
The successful Respondents will be invited to submit a Tender in Phase Two.
Phase Two – Invitation to Bid will be sent to the pre-qualified Respondents based upon the package budget and the Respondent’s SDI or Bonding rating.
The selection of a Subcontractor will be based on a best value approach.
The Phase Two Tender Evaluation will be based on the highest responsive combined rating of technical merit (RFQ), IPP and price. The preliminary ratio is out of 100 possible Points and is weighted as follows:
- 90 Points for the price (Tender, Phase Two)
- 10 Points for the Indigenous Participation Plan (IPP). (Tender, Phase Two)
