2026-016 - Civil Engineering Services: West Road Surface and Infrastructure Reconstruction

The Purchaser is seeking Proposals from qualified and experienced firms to provide consulting engineering services including design, budget development, and construction administrative services, related to a civil construction project planned for the summer of 2026. The construction project involves the removal and replacement of the west road that runs from the center of the Windsor Campus located at 2000 Talbot Rd West, Windsor, Ontario N9A 6S4 to the connection to Highway 3 along with associated infrastructure (See Appendix A: Area of Work).

The design of this project will need to be issued with the inclusion of phases to accommodate funding as provided to the Purchaser for construction. The construction of this project may span over the course of multiple summers. Construction on the project is intended to begin at the end of the spring semester of 2026. Design of the project must be complete, and the tender process must be finalized by April 1st, 2026.

Services associated with the project include, but are not limited to, the following:

• Planning Phase 
• Schematic Design Phase
• Design Development Phase
• Construction Documents Phase
• Construction Procurement and Administration Phase (% fee will be applied to the total value of the construction project once the Purchaser provides approval.)
