Request for Pre-Qualification (RFPQ) No. 10000519-26
Description of Procurement
This Request for Pre-Qualification (RFPQ) is an invitation by the Toronto Police Service (TPS) to prospective Proponents to qualify for future eligibility to provide Contracting Services for small interior renovations, construction fit-up projects and/or small interior or exterior maintenance projects for existing facility space. The work involves, but is not limited to, the demolition, the construction of new partitions (brick/block/drywall), plumbing, HVAC modifications, painting, millwork, doors and frames, glazing etc., on an as needed basis (via rotational assignment or subsequent procurement), as further described in Section 5 – Scope of Work and/or Specification Requirements.
Responding to RFPQ and MERX Electronic Bid Submission (EBS) System
Proposals Must be submitted through the MERX Electronic Bid Submission (“EBS”) System, https://www.merx.com/.

Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that Proponents review the MERX EBS instructions well in advance of the closing date and allow sufficient time before the closing date to upload documents and finalize their submissions. Proponents making submissions near the deadline do so at their own risk.
The determination of whether the proposal is delivered by the closing date shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.
Proponents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Late submissions are not permitted and any proposals submitted after the closing date and time as per the clock of the MERX EBS System will be rejected.
Required Forms for Submission
The following completed forms Must be submitted with your proposal:
- Section 6: Proposal Submission Requirements; and
- Section 7: Appendix A – Mandatory Technical Requirements.
In addition, the following completed forms are also to be submitted with your proposal:
- Section 8: Appendix B –Declaration Form; and
- Section 9: Appendix C – TPS Policies Form.
Intent of Award
It is the intent of the TPS that awards will be made to the top three (3) scoring qualified Proponents satisfying a minimum technical threshold of 70% in Rated Criteria (and having satisfied all mandatory submission forms and/or mandatory technical requirements of the RFPQ), in accordance with the evaluation criteria of this RFPQ. Statement of work (SOW) for future initiatives will be managed through subsequent procurements.
To confirm, only the top three (3) qualified Proponents will be recommended for inclusion of a Prequalification List, subject to Board approval. Furthermore, an award of an Agreement to any Vendor shall not be a guarantee of exclusivity.
Pre-Qualification Term
Prequalified Proponents selected through this RFPQ process shall be eligible to participate in rotational assignment of projects or subsequent second-stage competitive procurements for a term of three (3) years.
Notwithstanding the above noted, the TPS retains the right to terminate any Contract without notice for cause.
Piggyback (if applicable)
The TPS may, upon request, permit other publicly funded organizations and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of a future contract which may result from this RFPQ.
If the Successful Vendor agrees to this provision, participating agencies may enter into a Contract with the Successful Vendor for the purchase of services described herein based on the terms, conditions, prices, and/or percentages offered by the Proponent. Minor changes in terms and conditions may be negotiated by participating agencies. Non-Exclusivity
The awarding of an Agreement to a Vendor shall not be a guarantee of exclusivity.
