Scope of Work
The successful proponent will be expected to:

Conduct stakeholder interviews with Council, Board members, and relevant staff.
Review existing governance documents (e.g., bylaws, board policies, shareholder agreements, strategic plans).
Map current governance and decision-making structures.
Identify areas of strength and opportunities for improvement.
Provide a final report with findings, recommendations, and an implementation roadmap.
Present findings and recommendations to LFN leadership and KEL stakeholders.

Optional: Support implementation of key governance changes (this can be scoped as Phase 2).
