TENDER CALL
DOMESTIC GARBAGE AND RESIDENTIAL BULK GARBAGE COLLECTION
The Municipalities of Spaniard’s Bay and Upper Island Cove are currently inviting tenders for the following:
COLLECTION OF DOMESTIC GARBAGE WITHIN THE MUNICIPAL BOUNDARIES OF THE TOWN OF SPANIARD'S BAY FROM MAY 01, 2026, THROUGH APRIL 30, 2029, and HOUSEHOLD RECYCLING ON A BI-WEEKLY BASIS. IN ADDITION, THE MUNICIPALITY REQUIRES THE COLLECTION OF BULK GARBAGE (WHITES AND OTHER BULK ITEMS) ON A BI-WEEKLY BASIS.
COLLECTION OF DOMESTIC AND COMMERCIAL GARBAGE WITHIN THE MUNICIPAL BOUNDARIES OF THE TOWN OF UPPER ISLAND COVE FROM MAY 01, 2026, THROUGH APRIL 30, 2029, and HOUSEHOLD RECYCLING ON A BI-WEEKLY BASIS. IN ADDITION, THE MUNICIPALITY REQUIRES THE COLLECTION OF BULK GARBAGE (WHITES AND OTHER BULK ITEMS) ON A BI-WEEKLY BASIS.
Garbage collection to be Tuesday morning at Upper Island, Tuesday afternoon at Tilton and Wednesday for Spaniard’s Bay. Recycling and Bulk collection to be on alternating weeks.
Garbage to be picked up and disposed of at the Robin Hood Bay Dump site at St. John’s, NL. Household recycling to take place on a bi-weekly basis. Bulk garbage shall be disposed in a manner consistent with acceptable practice (i.e. Whites and other metals for recycling and other items to Robin Hood Bay). Tender is for a period of 3 years commencing 01 May 01, 2026, and ending 30 April 2029.
A bid bond or deposit equal to 10% of the annual tendered amount must accompany the tender. Should you choose to use a bid deposit it must be in the form of a certified cheque made payable to the TOWN OF SPANIARD’S BAY and is refundable to unsuccessful bidders. It can be substituted for the performance bond/deposit for the successful bidder. Vendor to hold all required licenses, permits and certifications related to waste collection, transportation and disposal.
Sealed tenders will be accepted up to 3:00 pm on Friday, March 06, 2026, and will be publicly opened at that time. Bids should clearly distinguish the price for service and the applicable HST. Price to also be translated into an all-inclusive price per household unit (currently 1150 units for Spaniard’s Bay/Tilton and 790 units at Upper Island Cove).
A letter of good standing from the Workers' Compensation Commission must accompany each tender.
Information concerning the type of collection vehicle must also be supplied. Preference will be given to parties using five-ton vehicles or larger and aimed at ensuring the maximum possible efficiency.
The Towns of Spaniard's Bay and Upper Island Cove does not limit itself to accepting the lowest or any tender submitted.
The successful bidder shall be required to carry a performance bond throughout the term of the contract renewable in increments of 1 year in accordance with the Public Procurement Act.
