Description

The Corporation is seeking bids for the CASM Groundskeeping services (the “Project”), per the specifications set out in Annex A (Scope of Work). The intent of this invitation to tender process (“Invitation to Tender” or “ITT”) is to solicit and receive formal bids (“Bids”) from prospective suppliers (each, a “Bidder”) to perform the following Groundskeeping services including lawn care, snow removal, salting, and general exterior maintenance to ensure safe, clean, and accessible museum grounds. (“Works”). The Works covered under this Invitation to Tender will be for the Canada Aviation & Space Museum only. Details of the anticipated requirements are set out in Annex A (Scope of Work).

Event Note

A (Mandatory) site visit shall be held on November 4, 2025 at 10:00AM EST in order that Bidders fully satisfy themselves with regards to the scope of work and existing site conditions

All Bidders MUST attend this mandatory site visit to be eligible to submit a Bid. All Bidders will be required to sign in as proof of attendance.
At the Mandatory site visit, Bidders will be shown the requirements and extent of the Work covered under this ITT.

Bidders should contact the Project Authority, set out in section 2.2 (Project Authority), to confirm attendance before November 3, 2025 at 2:00PM EST. The Corporation reserves the right in its sole and absolute discretion to permit attendance in the event a Bidder has been delayed in, or failed to, confirm its attendance

Annex B - Mandatory Requirement
· Experience

The Proponent must demonstrate successful completion of at least three (3) similar projects completed within the past ten (10) years.
Each project must include:
- Project title and description
- Client name and contact information (for verification purposes)
- Contract value and duration
- Scope of work demonstrating relevance to the services required under this RFP

· Insurance

Proof of valid Commercial General Liability Insurance with a minimum coverage of $5,000,000 per occurrence, naming Ingenium – Canada’s Museums of Science and Innovation as an additional insured.

· Bid Security

A Bid Bond in the amount of ten percent (10%) of the total bid price.

· Consent of Surety

A valid Consent of Surety confirming the ability to provide:
- 50% Performance Bond, and
- 50% Labour and Material Payment Bond.

· Workers’ Safety Insurance

Proof of valid Workers’ Safety and Insurance Board (WSIB) coverage (or equivalent provincial certification) in good standing.

Financial Proposal:
Proponents must include the following documents in Envelope 2 – Financial Proposal:

Completed Bid Form (Annex C), fully filled out and signed by an authorized representative.
All pricing shall be provided in Canadian dollars (CAD), exclusive of HST.
Pricing must include all labour, materials, equipment, travel, insurance, overhead, and profit necessary to complete the work as specified in this ITT.
Partial, conditional, or incomplete pricing submissions may result in disqualification.
