Description

CreateTO is leading the development of a strategy for the long-term use of the City’s Old City Hall (the “Site”, “Old City Hall”, “OCH”), located at 60 Queen Street West. A real estate analysis study has generated three (3) potential scenarios for the future use of OCH.

The successful Proponent (“Respondent”, “Proponent”) will collaborate closely with CreateTO, City staff, project stakeholders, and other consultants to provide an Economic Impact Analysis of the three potential use scenarios. Based on the assumptions defined for each scenario, the Proponent will evaluate the direct, indirect, and induced economic impacts, capturing both the initial capital investment and a 10-year initial operational phase. This work will contribute to CreateTO’s report back to City Council in the second quarter of 2026.
