THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a proposal for Contract No. 80585 On‑Demand Professional Services in Environmental Site Assessments and Risk Analysis of Corporation Lands (2026-2028) (hereafter referred to as “Contract”).
This Contract generally consists of providing, in 2026-2027 and 2027 2028, on-demand professional services to produce environmental studies based on federal recommendations and federal and provincial criteria for one or more of the Owner's structures excluding the Quebec Bridge.
At the Owner’s sole discretion, this Contract may be amended or extended two (2) times to include the services to be performed in 2028-2029 and 2029-2030.
The Owner, as a manager of major infrastructures, adheres to the principles respecting the Government of Canada's relationship with Indigenous peoples and is moving forward on reconciliation with Indigenous peoples by taking action to reduce inequalities.
The Request for Proposal Documents for the Contract are available through “Merx” Private Tenders, at https://www.merx.com/pjcci, at the following costs, which are payable directly to Merx:
- for those who do not hold a subscription giving access to the Owner’s requests for proposals on Merx: $70.00 per request for proposals for downloading the Request for Proposal Documents including the automatic delivery of addenda by email;
- for those who hold a subscription giving access to the Owner’s requests for proposals on Merx: free downloading of the Request for Proposal Documents including the automatic delivery of addenda by email.
If requested, the annual minimum fee for Alcumus SafeContractor’s membership is $800 before taxes.
This Contract is covered by Chapter 5 Government Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government Procurement of the Comprehensive Economic and Trade Agreement / Canada-United Kingdom Trade Continuity Agreement.

The submission of a proposal constitutes an assertion that the Consultant has read all Request for Proposal Documents and agrees to the conditions therein set forth. To do so, the Consultant shall fill the Section 4 Technical Offer and Section 5 Financial Offer forms as outlined in Section 2 Instructions to consultants and transmit them in two (2) separate files named “Technical Offer” and “Financial Offer” no later than February 27, 2026 at 3:00 p.m., Eastern Standard/Daylight Time by email at offres@pjcci.ca.
No proposal or part thereof transmitted by fax, mail or any other means will be accepted nor if it is received after the closing date and time. The time and date of receipt of the proposal will be deemed to be the date and time indicated on the email transmitted to the Owner.
A proposal submitted before the closing date and time may, prior to closing, be withdrawn or replaced.
The Consultant may submit its proposal in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept any proposal, notably if the Owner determines that it is not in the public interest to award the Contract.
