PURPOSE OF THIS EXPRESSION OF INTEREST
This is not a bid solicitation. This document serves as an Expression of Interest (EOI) concerning
the Early Work Package for the FAcT program. The prospective subcontract work will encompass
anticipated security measures, Indigenous participation, and requirements for Industrial and
Technological Benefits (ITB). It is important to emphasize that there is no assurance that tender
process or future contracts will proceed.
DESCRIPTION OF THE PROJECT
EllisDon Corporation (EllisDon) as the Design Builder has been contracted by SkyAlyne Canada
Limited Partnership to provide design services and constructability oversight to complete the
design of the Future Aircrew Training (FAcT) Program infrastructure at three sites across Canada.
The infrastructure will support training of personnel, storage and maintenance of aircraft, as well
as accommodation facilities for personnel.
The three sites are as follows:
• CFB Moose Jaw (15 Wing) near Moose Jaw, SK
• CFB Winnipeg (17 Wing) near Winnipeg, MB
• Southport Aerospace Centre Inc. (SACI) Near Portage la Prairie, MB
The design process is ongoing, and EllisDon will soon begin engagement with interested
Organizations consisting of trade contractors, vendors, and suppliers.
SCOPE AND SEQUENCE OF THIS PROJECT
Project construction is conditional on the project receiving approval to proceed from the
Government of Canada.
Description of Work at CFB Moose Jaw (15 Wing):
Construction of a three (3) building campus consisting of:
• A new training, simulators, and hangars facility. The new two-story building will be a non-combustible
construction type. The office/classroom block will house the classrooms,
lockers, auditorium, offices, meeting rooms and staff support functions. The simulator
block will house simulator units in addition to small and large briefing rooms. The aircraft
hangar and maintenance block will house the storage and maintenance of multiple aircraft,
with associated program spaces to include supply storage and warehouse, workshops,
vehicle storage, offices, meeting rooms, and staff support functions.
• The new mess hall facility is a single-storey building, intended to provide food services 365
days a year for students, staff, and visiting guests.
• The new accommodations facility is a four-storey building providing living quarters for
students, staff, and visiting guests.
Note that the above description of the scope of work is not final and is subject to change.
Early Works Package Tentative Schedule
• The Budget Exercise for the Early Works Scope, which will incorporate input from
Subtrades, will take place during November and December 2025. During this period,
EllisDon will solicit budget input from interested subcontractors.
• The tentative tender process for the Early Works Scope is tentatively scheduled for early
2026.
• The tentative site mobilization for the Early Works Scope is tentatively scheduled for
Spring/Summer 2026.

UNDERGROUND UTILITY RELOCATION
• Water management related to the Early Works Package A
• Water line removal, relocations, and tie-ins
• Fire water line removal, relocations, and tie-ins
• Storm removal, relocation, and tie-ins
• Sanitary removal, relocation, and tie-ins
• Gas line removal, relocation, and tie-ins
• Underground electrical removal, relocation, and tie-ins
• Communications line removal, relocation, and tie-ins
LOGISTICS
• Temporary fence installation (Construction & GRA)
• Small Site trailer compound set up, temp power, haul roads etc.,
• Silt fence installation
• Tree removals (where required)
• Remaining site utilities
• Large site trailer compound setup
• Site reinstatement
EXCAVATION AND BACKFILL
• Site excavation and backfill in preparation to piling activities.
• Rough grading of parking areas with new storm installation.
• Contaminated soil removals

opportunities for Indigenous Peoples and businesses in these provinces.

Form by 11:59:00pm local time on November 17, 2025.
Organizations are to note that there may be multiple Expression of Interest periods throughout the
program. Interested Organizations are encouraged to participate in all EOI’s.
