The Province of Ontario, through MECP and the MLITSD, is undertaking the design, construction, and long-term maintenance of a new Science Complex in Oakville, Ontario. This facility will serve as a permanent, modern replacement for outdated infrastructure, consolidating operations for multiple branches including MECP’s Laboratory Services Branch (“LaSB”), Environmental Monitoring and Reporting Branch (“EMRB”), Dorset Environmental Science Centre (“DESC”) and MLITSD’s Radiation Protection Services (“RPS”). The new MECP/MLITSD Science Complex will also provide ample on-site parking (at grade) for employees and visitors. The 229,000 Gross Square Feet (GSF) complex will be constructed on provincially owned land at William Halton Parkway (between Bronte Road and Third Line), adjacent to Oakville Trafalgar Memorial Hospital. The site offers access to Highway 407 (toll road) and public transit.
The Science Complex will include:
- Laboratory spaces.
- Science workshops.
- Outside storage.
- Specialized Office accommodations.
- Shared support spaces.
- Public access areas.
- At-grade parking (employee/visitor).
The project also involves road network extensions (including the Glenorchy Road extension, Hospital Gate extension, and new property entrances), and traffic flow studies for the site and surrounding area.
The objective of this RFP is to engage a qualified facilities management advisor to provide advice to IO, MECP and MLITSD (collectively, the “Sponsors”) with respect to, but not limited to strategic decisions on new spaces, coordination between new and existing service providers, scope of facility management services, handover to the project company ( “PCo” or “Project Co”), and implementation of industry best practices and standards for facilities management and lifecycle replacement.
