Description

CONTEXT
The IESO is currently using an on-premises version of Infor Lawson as its core financial system integrated with a number of upstream and downstream systems in order to support the following financial accounting management processes for two distinct business entities:

IESO Corporate
- Accounting and reporting
- Full procure-to-pay cycle (procurement and accounts payable)
- Contract management
IESO Market for the Ontario’s electricity market
- Accounting and reporting
- Settle the market including payments to energy efficiency service providers.

The IESO has started a project aimed at updating and streamlining its financial processes, including sourcing a new core financial system that aligns with our current and future state goals.

RFP OBJECTIVES
With this RFP, the IESO is seeking a Service Provider that will provide the following services and solution deliverables (the “Solution”):

Software licensing and maintenance & support for the following:
- New financial accounting management commercial off-the-shelf (COTS) software product;
- Any third-party COTS software products required by the Solution.
Hardware infrastructure for the Solution (if a SaaS / cloud-based Solution is proposed);
Implementation professional services to deliver the following:
- Transition from the current solution to the Solution;
- Integrate the Solution with IESO upstream and downstream systems;
Ongoing solution support services following go-live.

ELIGIBILITY REQUIREMENTS
To support the Ontario Government’s Procurement Restriction Policy in force at the time of this RFP, the evaluation of Proposals will be conducted as follows:

Proposals received from entities that are not a US Business will be evaluated first, including all stages of the evaluation process (the “First Round Evaluation”).
At the conclusion of that First Round Evaluation, should the IESO determine that none of the Proposals evaluated in the First Round Evaluation satisfactorily meet the requirements and objectives set forth in this RFP, the IESO may then evaluate any Proposals received from US Businesses (the “Second Round Evaluation”).

The IESO may, at its discretion, elect not to proceed with the Second Round Evaluation.

In the case of a Joint Proposal, both Proponents must be non-US Businesses to be eligible for consideration under the First Round Evaluation. If one or both Proponents are US Businesses, subject to the provisions above, they may be considered for a Second Round Evaluation, should one take place.

DEFINITION OF A US BUSINESS
“US Business” means an entity that:

has headquarters or a main office located in the United States of America; and
has fewer than 250 full-time employees in Canada as at the Submission Deadline.

If a Proponent is a subsidiary of another corporation, it will be considered a US Business if it meets both parts (a) and (b) of the definition, either directly or for the purposes of (a), by being controlled by a corporation that has its headquarters or main office located in the US.

Appendix D (Terms & Conditions of Agreement).
