Occpuancy Permit required no later than: May 31, 2027
The Work comprises the complete construction of a new 3-storey plus basement, 8-unit residential low-rise apartment building, including one storey below grade, in accordance with the Issued For Tender (IFT) drawing set dated February 11, 2026, including Architectural, Structural, Mechanical, Electrical, and Civil drawings and specifications.
The Contract shall be a Lump Sum Fixed Price Contract. Pricing shall reflect Class A estimate accuracy suitable for construction execution. Construction shall be based on the IFT set dated February 11, 2026, incorporating all City of Ottawa stamped permit revisions and issued addenda.
Energy Performance & CMHC MLI Select Requirements
The project is targeting a minimum 25% improvement over the NECB baseline to satisfy CMHC MLI Select energy performance criteria.
The Contractor shall:
- Fully cooperate with the Owner’s Energy Consultant.
- Accommodate and coordinate a mandatory pre-drywall air barrier inspection.
- Correct all air leakage deficiencies identified during inspection at the Contractor’s cost.
- Coordinate blower door testing if required.
Minor refinements required to meet the final energy model performance, within normal construction tolerances and consistent with the design intent, shall not constitute a change in scope.
Geotechnical Assumptions & Differing Site Conditions
Tender pricing shall assume normal soil conditions consistent with adjacent geotechnical data indicating no bedrock within the proposed excavation depth.
If materially different subsurface conditions are encountered, including but not limited to bedrock, excessive groundwater, unstable soils, or unforeseen obstructions, adjustments shall be determined based on agreed unit rates submitted with the tender.
Bidders must provide unit rates for the following potential conditions:
- Rock excavation ($/m³)
- Additional dewatering ($/day)
- Over-excavation and backfill ($/m³)
- Additional underpinning ($/linear foot)
- Additional shoring ($/linear foot)
Fire-Rated Assemblies
All fire-rated assemblies, including shaft walls, fire separations, and fire-rated glazing, shall strictly comply with Ontario Building Code requirements and specified tested assemblies.
Substitutions will not be accepted without prior written approval from the Consultant and Owner.
Tender Submission Requirements
Tender submissions must include:
- Lump Sum Fixed Price
- Detailed cost breakdown by trade
- Construction schedule with proposed duration
- Schedule of values for progress draws
- List of exclusions and assumptions
- Confirmation of compliance with energy inspection requirements
- Completed Unit Rate Schedule
All contingencies must be clearly disclosed. Undisclosed contingencies will not be accepted.
The Owner reserves the right to accept or reject any or all tenders. The lowest bid will not necessarily be accepted.
