Description

As the Main Construction Manager (MCM) for the Giant Mine Remediation Project (GMRP), Parsons Inc. (Parsons) is requesting competitive bids for the purpose of selecting the best value firm to provide all services associated with this solicitation for Giant Mine, located in Yellowknife, Northwest Territories. The Request for Proposal (RFP) price must include the cost for all labour, supervision, materials, equipment, and services required to complete the work outlined in this RFP document and according to the attachments defined in this document. This procurement is set aside under the Federal government’s Procurement Strategy for Indigenous Business (PSIB) program [A3000T(2014-11-27)]. Bidders must complete and certify the PSIB forms provided in Attachment G.
Bidders must understand that in submitting a bid, they are obligated to work with the already chosen Thermosyphon company.

This is a mandatory pre-bid conference and site tour. Bidders must register with the Subcontract Administrator, via email to Procurement.GMRP.Parsons@parsons.com, for the pre-bid conference and site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders who do not send a representative will not be given an alternative appointment and their bid will be considered noncompliant. Any clarifications or changes to the solicitation, that result from the pre-bid conference and site visit, will be included as an amendment to this solicitation. Specific instructions, once registered, will be sent individually.

Each attending company will be limited to two representatives.
For mandatory pre-bid conference and site visits only.
Further details and instructions will be provided only to entities that register their attendance as set out in the paragraph above, and confirmation will be provided no later than two business days after the registration deadline. Prospective attendees who have not received instructions on or before that date should contact the Subcontractor Administrator. All personnel attending the Site Visit must have the proper safety footwear (CSA-approved, green triangle), hard hats, reflective vests, and safety glasses. Bidder personnel who do not have the proper personal protective equipment (PPE) will be denied access to the Site.

The technical portion of the bid should clearly and in sufficient depth, reference the points that are subject to the criteria against which the bid will be evaluated. Simply repeating the statement contained in the solicitation is not sufficient. To facilitate the evaluation of the bid, Parsons requests that Bidders address and present topics in the order of the evaluation criteria under the same headings. To avoid duplication, Bidders may refer to different sections of their bid by identifying the specific paragraph and page number where the subject topic has already been addressed.
