17 - HRPA Examination Delivery and Psychometric Service Provider

When submitting your proposal, please do all of the following:

1. Be clear as to whether you are submitting a response for both test delivery and psychometric services or just one of these services.
2. If the vendor is not a current vendor, indicate how the vendor will manage the transition to the new vendor and what the cost of the transition will be (if in addition to or different from the ongoing cost).
3. Describe how the vendor will accomplish the scope of work, including methodology, detailed timelines, and need for support from the HRPA.
4. Indicate which individuals are contemplated to be involved and provide a brief description of the background and qualifications of those individuals.
5. Clearly specify which requirements set out below and which preferences set out below the vendor can offer.
6. Include the total cost to meet the HRPA’s current requirements applicable to test delivery or psychometric services, or both, as applicable (where the amount is variable, be as clear as possible as to the estimated total cost based on current information provided).
7. Describe the estimated cost for any of the HRPA’s preferences that the vendor can provide.
8. Describe anticipated contingencies, the approach to addressing them, and the cost to address them.
9. Specify all discounts included in the cost.
10. Specify any third-party licences that must be procured by the HRPA and the current cost of such licences.
11. Clearly identify fixed and variable costs and any additional costs.
12. Quote in Canadian currency.
13. Describe the vendor’s prior experience and qualifications in offering exam delivery, psychometric services, or both (as applicable), including for regulatory bodies delivering high stakes credentialing exams.
14. Provide any additional information that would support the vendor’s qualifications and experience.
15. Provide a brief summary of other, related work or projects that the vendor has performed.
16. Describe security and privacy measures that are used.
17. Assume that the contract will have to be performed on a “time is of the essence approach” to avoid disruption to HRPA’s current exam program.
18. If not a current vendor, include contact information for 2 to 3 references.
19. If possible, limit your response to 25 pages (please feel free to include links to your website to limit the number of pages in your response).
