Background
Mi’kmaw Cultural Foundation Inc. is seeking quotations from qualified contractors for the supply, delivery, and installation of heat pumps at 1 Washington Drive, in Stephenville. The selected contractor will provide equipment, labour, materials, electrical integration, commissioning, and training.
Scope of Work
Equipment Supply Contractor must provide and specify:
● High-efficiency heat pump units (ductless or ducted—proponent to recommend based on site evaluation)
● Minimum recommended specifications: ○ Energy Star certified ○ Cold-climate performance (operation to –25°C or lower) ○ Appropriate BTU rating to heat/cool designated areas
● Outdoor and indoor units
● Line sets, brackets, pads, condensate pumps, etc. Installation Requirements
● Complete installation in accordance with manufacturer specifications and provincial codes.
● Electrical hookup by certified electrician.
● Removal and disposal of any existing equipment (if applicable).
● Testing, balancing, and full commissioning.
● Cleanup and restoration of all work areas.
Warranty Proponents must state:
● Equipment warranty (minimum 5–10 years preferred)
● Labour warranty (minimum 1 year)

Contractor Qualifications
Contractors must meet the following:
● Licensed HVAC contractor in Newfoundland & Labrador
● Certified technicians
● Proof of liability insurance (minimum $2M)
● Prior experience installing similar systems
Required Information in Quotation Proposals must include:
1. Company name, contact person, and credentials
2. Description of recommended heat pump model(s) and specifications
3. Full cost breakdown: ○ Equipment ○ Installation labour ○ Electrical work ○ Additional materials ○ HST
4. Project timeline and availability
5. Warranty details
6. Any optional upgrades or alternatives
Evaluation Criteria Quotes will be evaluated based on:
● Total cost
● Equipment quality and efficiency
● Contractor experience and credentials
● Warranty coverage
● Proposed timeline
