CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for Identity and Access Management.

An Agreement resulting from this RFP shall be for five (5) years with two (2) irrevocable options to extend for two (2) year periods.

1. SUMMARY OF REQUIRED GOODS/SERVICES:

The key objectives in issuing this RFP is as follows:

CBC/Radio-Canada is seeking proposals to establish a Services Agreement for the acquisition of an Identity and Access Management solution including licenses, subscription and maintenance.

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFP documents:

1. The solution end-user interface (request portal, approval form, etc.) must be available in French and English in order to ensure adoption and accessibility for all our employees. The Proponent must demonstrate that the user interface (front-end) is fully multilingual and natively supports at least English and French.

3. TO REQUEST THE RFP DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through Merx. Here is the link to the Merx Quick Get Started Steps

The proponent must be registered with Merx Canada

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

5. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP TI20250916) in the “Subject” of the e-mail.

Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFP process.

6. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than November 26 at 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

Note:

This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.

CBC/Radio-Canada invite les membres de l’industrie à répondre à sa demande de propositions (DP) relative à solution gestion des identités et des accès.

L’entente conclue à la suite de cette DP sera d’une durée de cinq (5) ans avec deux (2) option irrévocable de prolongation de deux (2) an.

1. SOMMAIRE DES BIENS ET SERVICES REQUIS :

Les principaux objectifs de la présente DP sont les suivants :

CBC/Radio-Canada souhaite obtenir des propositions pour l'acquisition d'une solution de Gestion des identités et des accès (GIA), incluant les licences, l'abonnement et la maintenance.

2. EXIGENCES OBLIGATOIRES POUR PARTICIPER :
La présente DP est ouverte seulement aux soumissionnaires qui sont en mesure de satisfaire à chacune des exigences obligatoires énoncées ci-après et qui l’auront démontré dans leur demande écrite pour obtenir les documents de la DP :

1. L'interface utilisateur de la solution (portail de demandes, formulaire d'approbation, etc.) devra être disponible en français et en anglais pour assurer son adoption et son accessibilité par tous nos employés. Le Proposant doit faire la preuve que l'interface utilisateur (front-end) est pleinement multilingue et supporte nativement au moins l'anglais et le français.
1. Les communications envoyées par la solution à l'utilisateur final (demande, statut, etc.) devront être disponibles en français et en anglais pour assurer son adoption et son accessibilité par l'ensemble de nos employés.

Le Proposant doit démontrer que les communications venant de la solution et qui sont destinées à l'utilisateur final sont pleinement multilingues et prennent en charge nativement au moins l'anglais et le français.

4. DEMANDE DES DOCUMENTS DE LA DP
Tous les soumissionnaires doivent se procurer les documents de la DP par Merx (https://www.merx4.merx.com/cbc) le système utilisé par CBC/Radio-Canada pour la gestion des appels d’offres. 5. COMMUNICATIONS AVEC CBC/RADIO-CANADA
À cette étape-ci du processus de la DP, toute communication avec CBC/Radio-Canada doit se faire par courriel seulement et être adressée au représentant de CBC/Radio-Canada responsable de la présente DP, dont les coordonnées figurent ci-dessous. Tous les courriels se rapportant à la présente DP doivent comporter le numéro de référence de la DP (DP no TI20250916) dans la ligne de mention « Objet ».

Les Soumissionnaires peuvent avoir des questions ou avoir besoin de clarifications ou d’autres renseignements ou découvrir certaines omissions ou ambiguïtés. Dans un tel cas ou en cas de doute sur le sens de toute partie de la présente DP, les Soumissionnaires doivent soumettre leurs questions par l’intermédiaire de Merx au plus tard à la date spécifiée à la PARTIE I : INTRODUCTION, Tableau 1 : Dates critiques du processus de DP du document principal.

6. RÉCEPTION DES PROPOSITIONS
Les Soumissionnaires doivent soumettre la version électronique de leur Proposition sur le site Internet MERX (www.MERX.com) au plus tard le 26 novembre 2025 à 20h00:00, heure de l’Est.

Le Soumissionnaire est le seul responsable de la réception en temps voulu de sa Proposition par CBC/Radio-Canada. Le Soumissionnaire ne peut transférer cette responsabilité à CBC/Radio-Canada. L’horloge MERX sera utilisée pour indiquer l’heure de réception de la Proposition, que l’heure indiquée sur cette horloge soit exacte ou non.

Les Propositions partielles, ainsi que les modifications ou révisions s’y rapportant, qui parviennent à CBC/Radio-Canada après la date et l’heure de clôture de la DP ne seront pas acceptées.

Remarque:

Ce contrat d’approvisionnement est assujetti au chapitre cinq (contrats d’approvisionnement du gouvernement) de l’Accord de libre-échange canadien.

CBC/Radio-Canada se réserve le droit de mener des négociations avec des fournisseurs pour tout contrat d’approvisionnement.
