RFP SCOPE
As a federal Crown corporation supporting Canadian agriculture and agri-food through financial and related services, FCC has particular legal needs in different areas, such as general corporate and commercial matters, the provision of financial services and its regulatory obligations.
It is important to FCC that its external solicitors provide trusted, practical and consistent legal support for FCC’s legal needs and bring broad market experience and familiarity within the legal landscape for federal Crown corporations and agriculture and agri-food.
FCC typically selects external counsel based on demonstrated subject matter expertise, geographic considerations, language needs and familiarity with the legal and regulatory environment applicable to federal Crown corporations and FCC’s policies and procedures.
Except for the Special Credit and Ethics, Regulatory Compliance & Privacy (ERCP) work, FCC’s legal team will be the external law firm’s main point of contact and will be the sole team providing instructions to engage external counsel and provide strategic oversight during each retainer.
FCC is looking for a mix of small, medium and large firms with the ability to cover regions across the country. FCC will select firms based on but not limited to availability, expertise, location and specialties. FCC will decide how work will be allocated based on these criteria. For each engagement, FCC will provide instructions in writing to the firms.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
