Ottawa Community Housing (OCH) offers approximately 15,500 homes to about 33,000
tenants, including seniors, families, individuals, and people with disabilities.
OCH and four Ottawa-based affordable and supportive housing sector providers have
developed a standardized building delivery model for supportive housing that would facilitate a
quick and coordinated response to future requests for proposals for housing funding on lands
that become available.
While the selection of specific sites is still to be determined, the expectation is that the design
concepts will be for buildings in the size range of approximately 20, 40 and 60 individual units, in
single room or “studio” occupancy, and supported by a range of accessory and amenity spaces
serving the residents and for support programs.
This Request for Prequalification (RFPQ) is issued by OCH to establish a roster of up to four (4)
prequalified entities (each, a “Design-Builder”) to provide manufactured housing design-build
services for affordable and supportive housing within the city of Ottawa.
Submissions must be made by a single legal entity modular manufacturer acting as the prime
contractor, or by an integrated joint venture in which a modular manufacturer is a principal
member of the team.
The resulting prequalification’s will remain in effect for an initial two-year term after which they
will renew automatically and indefinitely for subsequent 12-month terms until such time that the
Design-Builder withdraws or OCH provides notice of termination.
Subsequent RFP’s or engagements will be issued to the prequalified Design-Builders on an as-and-
when required basis.
This is a prequalification only; there is no commitment or obligation from OCH to proceed with
any projects.
