The scope of work contemplated in this RFP consists of three parts: pre-construction
collaboration, cost validation, and construction services.
During the pre-construction and design collaboration phase of the project, the successful Proponent will:
3.1. Participate in a partnering session including a pull planning session to determine the necessary project tasks and their sequence;
3.2. Develop a baseline construction schedule and cost estimate;
3.3. Provide input into the updating of the risk register;
3.4. Participate in a value engineering session;
3.5. Review of design details and specifications;
3.6. Provide ongoing bi-weekly input into the detailed design based on advantageous
construction strategies, site constraints, construction means and methods, material availability, and other aspects of constructability;
3.7. Conduct and submit formal constructability reviews at the 60% and 90% design
completions stages including budget and schedule updates;
3.8. Assist OCFN in ordering long-lead materials;
3.9. Generate and develop ECO and ESC plans for review and approval of OCFN’s
Consultant;
3.10. Provide input on in-water activity and methodologies as needed and provide input on
aligning work schedules compliant with restricted activity periods.
3.11. Prepare construction traffic management strategies; and
3.12. Provide construction methodology information to the consultants and coordinate with
the consultants during the application process to obtain regulatory approvals.
