As part of the Province of Ontario’s efforts to improve access to justice and service delivery, the Ministry of the Attorney General (“MAG”) is seeking a consulting team to provide an innovative approach to courthouse programming and master planning (the “Assignment”) for a new courthouse in the Halton Region, located at the Oakville Land Assembly (“OLA”) site. The New Halton Region Courthouse (“NHRC”) will:
1) Meet planned future needs in Halton region.
2) Accommodate the justice needs of a rapidly growing population.
3) Consolidate delivery of justice services in the Halton region.
4) Centralize relevant programs and services (e.g. social agencies, Probation and Parole), which will maximize usage and provide links to socials agencies, and other support services that may be required.
5) Optimize space usage by sharing hearing rooms between Superior Court of Justice (SCJ) and Ontario Court of Justice (OCJ) and program areas.
6) Incorporate courts digital transformation initiatives which will be determined through consultations and research.
The Supplier retained through this RFP will:
(i) Provide administration services
(ii) Review existing studies, standards and reports
(iii) Review and validate forecasting reports;
(iv) Prepare a detailed functional program for the NHRC;
(v) Prepare two (2) blocking, stacking and massing options and site configuration options, to represent the functional programme.
(vi) Provide information and support to IO’s cost consultant, as required.
(vii) Coordinate and consult with IO & MAG and other stakeholders.
