PCL\ED, a Joint Venture, acting as the Construction Manager (CM), is inviting proponents to submit their Statement of Qualifications to prequalify to bid as a Kalamein window restoration and conservation Subcontractor, whose team has both the experience and capacity to successfully provide the conservation and restoration of heritage metal-clad (Kalamein) windows while maintaining the ability to balance heritage conservation ethics (minimum intervention, maximum retention) with performance upgrades for the Centre Block Rehabilitation Project.
This prequalification process is the first phase of a two-phase procurement process; the second phase is the tendering process. During the Tendering Phase, the prequalified Bidders will be invited to prepare and to submit stipulated price tenders for this work. The Successful Bidder will be required to enter a Stipulated Price Subcontract contract with the Construction Manager.
This Request for Qualifications document sets out the requirements for the submission of the Bidder’s Statement of Qualifications and specifies the evaluation criteria and Bidder selection process for this phase.
Prequalified Bidders will provide pricing in conjunction with drawings, specifications, and CENTRUS’ design intent document(s), for the conservation and restoration of heritage Kalamein windows including all labour, material, equipment and supervision required for the restoration/conservation and performance upgrades of the single and double Kalamein windows that have been previously removed from Centre Block. Scope includes, but is not limited to:
- Survey, Documentation, and Disassembly
- Conduct condition assessments and photographic documentation of each window.
- Carefully remove sashes, glazing stops, hardware, sash weights, and pulleys.
- Label and inventory all components for reassembly.
- Cleaning and Surface Preparation
- Remove surface dirt, corrosion, and accretions using proven and appropriate conservation methods and materials to clean and repair
- Address repairs and minor deformations in sheet copper
- Metal Conservation and Repairs
- Re-solder or stabilize failed joints at stile, sill, and jamb corners where required.
- Fabricate and install replacement hardware or components to match original.
- Conduct patina repairs and blending using appropriate chemical solutions.
- Wood Core and Structural Repairs
- Inspect sill and frame elements for damage or rot.
- Carry out epoxy consolidation, Dutchman repairs, or partial sill replacement as required.
- Glazing Systems
- Remove contemporary glazing where required.
- Re-bed laminated glass
- Thermal and Acoustic Upgrades
- Interior rated glazing: No performance criteria specified.
- Exterior rated glazing: TBD
- Finishes and Patina
- Undertake finish testing to achieve appropriate aesthetic and protective qualities.
- Apply selected finish
- Ensure compatibility with retained historic patina.
- Reassembly
- Reassemble window units with stabilized or replicated hardware.
- Documentation
- Maintain detailed records of all interventions (before, during, after).
- Provide final conservation reports including material specifications, product data, and photographic evidence.
The work may be tendered in several different packages within Centre Block.
The Scopes of Work will be further detailed in the tenders to Bidders who successfully prequalify.
The Work may be packaged as the CM determines is best for the project.
The Subcontractor must demonstrate as requested in 6.3.2 Major Projects and Ongoing Projects and 6.3.3 Comparable Projects that they are capable of completing the following:
- Restoration and conservation of the single and double Kalamein windows within a significant heritage building and/or other significant structure.
- Demonstrate they have provided services on projects with similar challenges noted in 1.2, 1.3.
- Explain which portions of the above work the Subcontractor completes with their own forces and which portions are completed through Sub-subcontractors (restoration/conservation, etc.)
