PCL\ED, a Joint Venture, acting as the Construction Manager (CM), is inviting proponents to submit their Statement of Qualifications to prequalify to bid as a door Subcontractor, whose team has both the experience and capacity to successfully provide the complete Supply /Installation of doors, frames and hardware scopes of work for the Centre Block Rehabilitation Program.
This prequalification process is the first phase of a two-phase procurement process; the second phase is the tendering process. During the Tendering Phase, the prequalified Bidders will be invited to prepare and to submit stipulated price tenders for this work. The Successful Bidder will be required to enter a Stipulated Price Subcontract contract with the Construction Manager.
This Request for Qualifications document sets out the requirements for the submission of the Bidder’s Statement of Qualifications and specifies the evaluation criteria and Bidder selection process for this phase.
Prequalified Bidders will provide pricing in conjunction with drawings, specifications, and CENTRUS’ design intent document(s), for the fabrication, and installation, including all labour, material, equipment and supervision required for the complete frames, doors, and hardware scopes of work for the Centre Block Rehabilitation Program. Scope includes, but not limited to:
- Preparation of doors/frames to receive hardware and glazing.
- Fabrication and delivery of hollow metal frames.
- Fabrication, delivery and installation of doors.
- Hardware: Supply and installation of all door hardware, including electrified hardware, with associated low-voltage wiring and commissioning.
The work may be tendered into several different packages within Centre Block, the Peace Tower and the Parliament Welcome Centre buildings.
The Scopes of Work will be further detailed in the tenders to Bidders who successfully prequalify.
The Work may be packaged as the CM determines is best for the project.
The Subcontractor must demonstrate as requested in 6.3.2 Major Projects and Ongoing Projects and 6.3.3 Comparable Projects that they are capable of completing the above noted work within large buildings which include new build, rehabilitation, and renovation work to buildings of similarly significant value (refer to scope scales), buildings which share many of the same scope, scale and complexity details noted in 1.2 Project Description and Project Considerations as defined in Section 1.3 for buildings which have similar quality of finish. This applies to both company and personnel.
