The purpose of this RFSA is to establish a three (3) year Supply Arrangement with Qualified Suppliers capable to provide design, procurement and construction administration services for Technical Spaces (e.g, production spaces, radio/video/digital studios, control booths) required at the Toronto Broadcast Centre premises located at 250 Front Street West, Toronto. These services will be rendered upon an emergent, ad-hoc basis
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFSA are as follows:
CBC/Radio-Canada is inviting experienced and qualified Architectural consulting firms to submit a Proposal for the provision of architectural, interior design and engineering consulting services for a Prequalified Consultant Assignment for Technical Spaces (hereafter referred to as the Project).
2. MANDATORY REQUIREMENTS:
This RFSA is open only to Proponents who meet each of the following mandatory requirements.
- The Supplier’s Principal Resource/Project Manager must be available to attend in-person/onsite meetings at 250 Front Street West (Toronto Broadcast Centre) given advance notice of one (1) business day. Please refer to Section 5.1.1 for additional context on what this role entails.
- Prior experience designing Technical Spaces in a media broadcast environment similar to those shown in Appendix F: Section 4.0 Technical Data Sheets (Supplier to provide short, written summary)
- The Principal Resource/Project Manager, Lead Architect, Architect, Mechanical Engineer, Electrical Engineer and Structural Engineer must meet all prerequisites stipulated within Appendix K: Key Team Personnel Qualifications.
3. TO OBTAIN THE RFSA DOCUMENTATION

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.
4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada prior to obtaining the RFSA documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (TI20250326 Prequalified Consultant Services for Technical Spaces - e250 Project) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than July 31, 2025 at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
