In the summer of 2024, City Council adopted OPA 729 and Zoning By-law 904-2024 and Zoning By-law 871-2024 to permit construction of a 10-storey mixed-use building at the property legally described as Lot 1 on Plan 599 City West, City of Toronto, as in PIN 21274-0048(LT) and Lots 2 to 4 on Plan 599 City West, Lots 21 to 22 on Plan 371 City West, Part Lot 20 on Plan 371 City West, designated as Part 1 and 2 on 64R-16052, City of Toronto, as in PIN 21274-0047(LT), municipally known as 1113-1125 Dundas Street West (the “Site”). The proposed development includes approximately 94 residential units and 194 square metres of non-residential space on the ground floor. A target of 30% of the residential units will be designated as affordable rental housing. Additionally, the Site is one of five “housing-ready” locations identified in the City’s plan to accelerate the development of affordable housing. The proposed redevelopment of the Site will include:
a. two buildings -- a 10-storey mass timber mid-rise mixed-use building along the north side of the property fronting Dundas Street West, featuring 194 m² of ground-floor non-residential space, residential units above, and on-site amenities, and a one-storey building at the rear (south) of the site, north of the existing laneway, dedicated to bicycle parking;
b. an outdoor amenity space is planned between the two buildings;
c. the proposed development has a total site area of 1,699 m² and includes 5,957 m² of gross floor area (GFA) with an estimated 94 residential units in the main building
d. no vehicular parking is proposed; and
e. the residential building will harness clean, renewable geothermal energy providing efficient heating in winter and cooling in summer while significantly reducing carbon missions. (collectively, the “Project”)
The City’s Housing Secretariat will select a non-profit operator to manage the completed building. The Architect Team will coordinate closely with the Housing Secretariat and the future operator to ensure the project aligns with operational and programming requirements CreateTO seeks a Project Management Team to provide Project Management Consultant Services for the new Mass Timber Project. The successful proponent shall provide project management support and will be solely responsible for the monitoring, management and oversight of all activities related to development of the project from it’s current predesign phase throughout the construction phase to completion and close out and warranty phases.
The Project will demonstrate the viability of mass timber construction to the real estate industry, add a new approach to the City's affordable housing toolkit, and position the City to leverage future government funding opportunities.
The Project Manager shall have experience in project managing the design and construction of multi-use facilities with numerous stakeholders and interests and have proven experience with projects of a similar type, size, purpose and complexity. The term “similar type, size, purpose and complexity” for the purposes of this RFP means an assignment in which the proponent provided complete project management services from the Design stage to Project close-out for a large and highly complex building with similar requirements to the proposed Mass Timber Project.
