Those Contractors and Sub Contractors currently approved under the current VOR are not required to respond to this Refresh of the VOR unless they wish to amend any part of their current approved VOR Category status.

REFRESH OF REQUEST FOR SUPPLIER QUALIFICATIONS (“RFSQ”) Refresh - RFSQ No. 16 – 05 2025 FOR A VENDOR OF RECORD (“VOR”) OF QUALIFIED GENERAL CONTRACTORS AND SPECIALIZED SUB - TRADES
This Request for Supplier Qualifications is issued by the St. Joseph’s Care as a Refresh to the Vendor of Record (VOR) of Qualified General Contractors and Specialized Sub - Trades as further described in the RFSQ document.
Respondents can respond to any combination of VOR Category identified in the RFSQ including:
General Contractor – means the entity responsible for the supply of all material, labour, equipment, and services necessary for the construction of the project. In most cases, the general contractor subcontracts parts of the work to other persons and companies that specialize in specific parts of the work. These are called subcontractors. A General Contractor is experienced in coordinating and managing sub-contractors required to complete the work.
Specialized Sub – Trades:
Electrical Contractor - means the entity responsible for the supply of all material, labour, equipment, and services necessary for the construction of the project. In most cases the specialized sub trade does not subcontract parts of the work to other persons or companies. The Electrical Contractor is experienced in all aspects of the work and capable of completion of the work in its entirety. An Electrical Contractor specializes in work / operations typically related to electrical systems and apparatuses forming part of or associated with building infrastructures and building systems.
Mechanical Contractor - means the entity responsible for the supply of all material, labour, equipment, and services necessary for the construction of the project. In most cases the specialized sub trade does not subcontract parts of the work to other persons or companies. The Mechanical Contractor is experienced in all aspects of the work and capable of completion of the work in its entirety. A Mechanical Contractor specializes in work / operations typically related to mechanical systems and apparatuses forming part of or associated with building infrastructures and building systems.
Structural Contractor - means the entity responsible for the supply of all material, labour, equipment, and services necessary for the construction of the project.. In most cases the specialized sub trade does not subcontract parts of the work to other persons or companies. The Structural Contractor is experienced in all aspects of the work and capable of completion of the work in its entirety. A Structural Contractor specializes in work / operations typically related to structural systems and apparatuses forming part of or associated with building infrastructures and building systems.
Hazardous Materials Removal / Abatement Contractor - means the entity responsible for the supply of all material, labour, equipment, and services necessary for the construction of the project. In most cases the specialized sub trade does not subcontract parts of the work to other persons or companies. The Hazardous Materials Removal / Abatement Contractor is experienced in all aspects of the work and capable of completion of the work in its entirety A Hazardous Materials Removal / Abatement Contractor specializes in work / operations typically related to hazardous materials removal and abatement matters forming part of or associated with building infrastructures and building systems.
Flooring Installation & Repair Contractor - means the entity responsible for the supply of all material, labour, equipment, and services necessary for the construction of the project. In most cases the specialized sub trade does not subcontract parts of the work to other persons or companies. The Flooring Installation & Repair Contractor is experienced in all aspects of the work and capable of completion of the work in its entirety. A Flooring Installation & Repair Contractor specializes in work / operations typically related to the installation and repair of all flooring installations in compliance with the manufacturers recommended instructions and specifications.
Life and Fire Safety Systems Contractor - means the entity responsible for the supply of all material, labour, equipment, and services necessary for the construction of the project. In most cases the specialized sub trade does not subcontract parts of the work to other persons or companies. The Life and Fire Safety Systems Contractor is experienced in all aspects of the work and capable of completion of the work in its entirety. A Life and Fire Safety Systems Contractor specializes in work / operations forming part of or associated with building infrastructures and building systems.
Note: the provisions of the Procurement Restriction Policy apply to this procurement process. . A U.S. Business is defined as:
“U.S. Business” means a supplier, manufacturer, or distributor of any business structure (including a sole proprietorship, partnership, corporation, or other business structure) that
- has its headquarters or main office located in the U.S., and
- has fewer than 250 full-time employees in Canada at the time of the applicable procurement process.
For clarity, if a Business is a subsidiary of another corporation, part 1 of the definition above is met if that Proponent is controlled by a corporation that has its headquarters or main office located in the U.S.
Note: the provisions of the Building Ontario Businesses Initiative Act, 2022 apply to this procurement process, respondents will be required as part of their submission to attest to being either an Ontario or Canadian Business as defined below:

“Ontario Business” means A business that meets the following requirements is considered to be an Ontario business for the purposes of the Act:
1. The business is a supplier, manufacturer or distributor of any business structure that conducts its activities on a permanent basis in Ontario.
2. The business either,
i. has its headquarters or main office in Ontario, or
ii. has at least 250 full-time employees in Ontario at the time of the applicable procurement process.
